SQCRD first – then preliminary look Monday Council meeting

‘Alarm bells ringing’

  SQCRD has new CAO Joan Merrick --- ‘Quite excited to make this change’ she said by way of intro --- Helen Koning presumably on ¼ time ‘taking her words literally’

 

The only controversial event:: will Jean Martin be appointed to Waste Management --- got tabled – Jack wants it done in-camera

 

Along same lines at Friday meeting the chair said adjourn to closed meeting --- I pointed out nothing in agenda --- ‘Oh, should be s 90.1 e and l ‘---I was told – well unless they have more lawsuits that should be Watson Island update for Board --- or Audit?

And speaking of ‘in-camera’ meetings

I was told by knowledgeable people that all their cars were outside SQCRD on Saturday --- illegal? But they pretty well do as they please

 

All that Recycling stuff too smelly

Presumably can move the offending odours to Land Fill site --- but implies rental payments to – get a report --- and budget for 2011 year

 

Another of those no brainer items

Oona River gets back the space they originally donated to SD 52 for a school --- ‘been more than a decade in the doing’ commented one board member

 

Other Agenda items

As Always the QCI Rec report was excellent – 3 pages – how many attended each program etc --- if only PR would provide even a tenth of this to public --

 

Gas Tax Money will also go into this --- Has been contracted to a Terrace Company to do construction etc

The Towns for Tomorrow was funny --- The SQCRD already had the 400T$ in its bank account – but needs to reapply as not built in 2010

 

 

The implication from just the above is that the meetings could be public --- but that would never happen--- Still Mussallem has his point --- many of these items Rupert taxpayers pay for Islands and electoral areas – we pay their benefits and probably a lot more

And this schedule for doing the 2011 Budget got a chuckle

One Board member commented that it sounded like a ‘Boxing Match’ with Round one etc --- Mussallem felt the jibe an d laughed – he would unfortunately be out of town for Round 1 --- meeting a minister in Vancouver

 

 

Coastal Community Network??

But membership would be $3265 per year --- Mussallem again pointed out we need a good ‘strategic plan’ from them first ---so the matter Tabled

 

While PNCIMA looms as a major issue – at least one of the stumbling blocks ‘removed’ as the funding raised to 15T$ per Regional District (from 10T$) --- Des Nobles says he does not want to make a second career out of this BUT

 

I will suggest elsewhere that Coastal Communities and small boat owners like those at Dodge Cove etc are ‘yesterday’ and presently fleet based mainly out of Vancouver--- will use Area A Crab as example since data available in recent reports

Alarm Bells ringing

This Council seems to be bowing to hoteliers demand and tying the sewer rates to the metered water – in name of ‘fairness’ ---- But as previous reports have warned --- will probably just mean a transfer of financial burden to residential

 

 

These sewer and water bylaws very complex and will need to be at meeting to ‘digest’--- lots of tables and numbers – proving??

And this Council uses fee increases (5%/ year) to balance its budget – so not have to admit raising taxes

 

 

Too bad the Green Advisory Task force does not put its minutes etc up for us all to see ---- Meetings should be posted and open to public

But first the delegations

The Museum Northern BC should be ‘fun’ – ‘we can’t possible be open when you wish’ etc

 

 

Not only is water a problem but even more so is sewage treatment --- Businesses should not get rates equal to water usage unless their sewage already ‘separated’ ---- plus if Residential not to be metered then commercial should pay same rate ($0.80 per M3 instead of subsidized $0.60--- see the October 12th City Council agenda for good break down)

And I like the irony of this

Yes apply for grants – but one should have the ‘vision’ before one starts cutting user rates (for business etc)

 

Historically 60-40 division between residential and commercial

Maintaining ‘fairness’ --- from the October 12th 2010 agenda package ----- But no equivalent given with ‘new’ rates
