Vandalism in PR

Is there a problem?

Council seems to think not

During public question period (22nd Oct) I asked if Council was willing to address Vandalism in PR? I asserted there has been a 50% increase of incidents (comparing 2006 w 2007 year to date—see graph below )---

 

I suggested kids staying out all night during summer might be contributing to this --- and asked if a ‘teen curfew’ might not be in order?

(While graph below suggestive – in itself meaningless as the reported incidents could be result of ‘bar crowd’ going home after hours etc – or could be a hyper active ‘complainer’ etc)

Council’s ‘Response’ to Vandalism:

Surveillance Cameras

The group of kids staying out all night during summer were congregating in this park beside City Hall ---- the city installed cameras that are monitored during night by--- the 9-1-1 operators of course --- perhaps the fire fighters--- presumably the RCMP could see too

 

At Council Kinney brought up that the police would like similar cameras installed at the PAC --- (only the main entrance)

 

Pond lectures me on Canadian Bill of Rights

While he gave his remarks in manner of ‘I have researched this issue’ – they were presumably ‘off the cuff’

His claim was that a ‘teen curfew’ would violate kids (Constitutional) Rights ---- He did not give any court case etc --- but a quick search of Internet shows numerous Canadian examples – for example here is news article (dated 2006) stating 15 Albertan communities that have teen curfews  ----

 

This year was when we were to ‘rebound’ (forget for moment the 5.1M$ ‘logic error) --- thus the city first addressed the ‘Derelict Cars’ (see earlier where 755 taken off streets) --- and then several derelict buildings – including this one which was housing several tenants – were ordered to be repaired or torn down

Later I will approach ‘surveillance cameras’ as a viable alternative --- why not? Could be viewable on a City Site between 1 and 6 AM etc

And is there not something ‘illegal’/ immoral about asking 9-1-1 operators to watch surveillance cameras? – Addresses City’s problem but avoids public issue ---- Hire a private surveillance firm as answer?

 

I will also look at where the 5.1M$ mistake happened and make suggestions how to change system (back to what it was before Howie/ Bruce changed ‘5 Year Financial Plan’ format for reporting).

Take Back the Sidewalks campaign

 

My question to Council addressed an easier problem than Teen Vandalism --- I wanted  those kids 11-15 recklessly riding on sidewalks downtown ‘controlled’ --- and as in the imminent ‘Dog/ Cat  Control’ bylaw --- I suggested licensing and ‘Vaccinations’ (proof of Helmet + knowledge of traffic laws/ test).

I was thanked and no one pursued the question further.
