RCMP accused

Larry Wong’s speaks to city Council

Are allegations credible?

 

City Council changed

agenda/ format to allow Mr Wong to speak
 (but keep it to 3 minutes)

 

Wong alleges:

X was TASERED in drunk tank room 3+ times while being bound etc (I personally saw the alleged ‘scars’ on X’s chest above heart

 

Y was taken by 6 officers to waterfront where beaten

 

Mr Wong gave names but at least one of those named now wants anonymity

RCMP have thankless job

 

Guy looked dead, ‘but his stomach is still rising and falling’ said some teenagers as they looked on

 

Soon a young RCMP officer drove up

Alone, he surveyed the scene and then ‘woke’ the fellow who was suddenly standing up and ‘sober’ enough to understand what was going on

 

 

 

Where crime is most often substance abuse – and drug dealers are the establishment (alcohol sales)

Society’s Cop Out

The irony to me is that much of the council meeting Mr Wong spoke at was taken up with liquor licensing matters- extending hours, adding new vendors etc. Hooray for private enterprise. Then we send in the RCMP to clean the streets when customers become problems. Private profit, public subsidy (thru policing etc)

 

UPDATE 17th AUG

While Larry Wong believed Mayor Herb Pond was going to help file a complaint with the Commissioner – Pond seems to understand his help was limited to giving LW the instruction how to lay a complaint

Council asked the CEO to report back to Council next council meeting but others interpret that if no complaint actually laid the matter will end.

It is not clear if anyone looking to see if Tasering and beating actually happened. A written record of the Taser incident should be on file at RCMP

Many jurisdictions are facing law suits etc

Latest example is the Bagnell case where presence of cocaine in blood may have contribute d etc

And from the manufacturer: The court further held that the use of Taser non-lethal force against an armed and volatile suspect does not constitute excessive force and concluded that the defendant police officers are entitled to qualified immunity on the Plaintiff’s excessive use of force claim

Policy changes in AB: City cops could soon be required to file a report to the Edmonton Police Commission whenever an officer fires a taser, as controversy over the use and safety of the weapons continues to rage. Commission chairman Martin Ignasiak expects a new policy to be introduced before the end of the year to compel cops to say when, why and under what circumstances tasers are used.

US example where use spelled out: The Indiana Administrative Code details the conditions under which jailers may use force: "The use of physical force by jail personnel shall be restricted to instances of justifiable self-protection, protection of others, protection of property, and prevention of escapes."
