Polly Pereira took the minutes --- but given no ‘expertise’ on governance available --- some things slipped by – though Jack Mussallem had read agenda items – did not put forth any ‘technical’ insights --- see below

 

 

 

Community Charter?? – ‘We do as we wish’

In the October meeting Minutes --- I asked about this during question period but was shrugged off ---

That meeting went in camera to discuss personal information giving 90 1(a) as the reason --- I was told the items listed below were discussed at ‘previous’ in-camera meetings and merely reported on at this time ---- none appears to me as necessary to do in-camera—more later – but Mussallem announced the potential name change in media already

DESIGNATED MAINTAINER—there is a 3 meg ‘presentation on site from which items left copied

• Only one person may be designated as the maintainer at a time.

DEACTIVATION

• Any road lacking a designated maintainer may be subject to deactivation to mitigate environmental risks.

Resource Roads discussion – 15 minutes – thus one of most discussed items on agenda

See the MOF web site for reports – etc --- looking for general public inputs until December 15th--- While most the roads on Haida Gwaii are ‘Resource Roads’ (mainly Forestry) local governments fear that they will be downloaded to them from province --- But no $$$ --- the alternative may be deactivation

Sandspit gets a lot of attention – 3 Bylaws passed for ‘services’ from Lights to Fire

 

 

 

Most Contentious??

SQCRD voted --- all three readings at same time – to increase their pay considerably --- Queen Charlotte City questioned if should not give electorate a chance to comment --- But this was pooh poohed by Sandspit --- arguing 1st that August 19th meeting already dealt with this – and 2nd that no one seemed to object during election campaign --

 

So here are the August 19th Minutes

 

 

I have included the Option 1 from that Agenda package --- note it is ‘tricky’ because there is a base remuneration paid everyone – and a per meeting attended ‘addition’ – in new Bylaw it is 166$ per (14) meetings attended

So to figure right add 1,200$ and it comes out to November 2011 proposal is exactly as suggested in August 19th meeting (11,022 +1,200)

So why is Karl Berman the 2nd highest paid?

Medical premium + ‘travel’

Here is actual figures from 2010 SOFI --- I suggest ‘Remuneration’ here includes Health care plans --- which will be deducted from total in 2011 –2012 which was ultimately the reason for the discussion – ‘How come those guys get so much more $$ for the same job as me’ – whined one Board Member --- so now it is all ‘fair’

Alarm bells ringing

 

Thesis is that new water filtration system proved to be too expensive – so argued the ‘new’ water service would never pass – thus bail out

Another item received very little attention – BUT

Key point here is 2 ‘a new service’ —which the unofficial opinion poll (3) showed 81% against --- thus bail out and renege on promises for this 800T$ project

 

But looks to me like Dodge Cove already has Water Service  Bylaws: 518-2008 and 519-2008


I see that already 518 authorizes up to 40T$ annual requisition to pay for the water system – the only 31T$ in item 1 seen as too expensive in 2011

Delegation – explaining why North Pacific needs a new dock (by extensively repairing existing one) – but requires the RD to forward the application

Andrew Hamilton unable to attend so Marty Bowles and X gave the presentation instead ---Note that while in Port Edward ‘area’ the ‘rules’ say either a municipality or a Regional District must apply ----- while the project appears worthwhile – it does seem a stretch to ask for Community Recreation Program grant $$$ -- arguing

 

Will hve to pay taxes too --- now ifthey had only asked for a ‘Permissive Tax Exemption’ – would have been as sensible as Alternative school in mall
