Public Hearing --- then as Chad speaks – the power in Rupert gone for next 2 hours

But emergency generators kick in and Shames Mtn talk goes on

Things started off OK

There was a pro forma Public Hearing on Zoning Amendment to allow one full time ‘child development specialist’ in addition to home occupant in a ‘home business’ daycare – more later

Then the power went out during Chad’s presentation

But we were ‘lucky’ as the emergency power kicked in --- after all Council Chambers is the designated Emergency Co-ordination Center – so there is back up power ---

Because the 2 presentations were so rudely ‘cut off’ – both Chad and Daryl agreed to return next council meeting and re-give their presentations

Became apparent during the discussion that changes will be made to Downtown Guidelines --- increasing the value of permits the planner can give on his own to >30T$ -- so in future ‘trivial’ amounts like this need not come before Council – more later

It brought a surprising outbreak of ‘discussion’ --- with Thorkelson ‘admitting’ she found the signs --- well unattractive – which prompted Gordon Payne to point out the ’value’

 

During discussion about Ketchikan ‘trade mission’ coming to Rupert between April 9th to 11th etc

There was also discussion about the Homeless and poverty in PR --- here is an example --- the garbage bag was filled with ‘bedding’ etc taken from the doorway behind surf club where ‘obviously’ someone had been sleeping out the previous evenings
