apparent during the discussion that changes will be made to Downtown
Guidelines --- increasing the value of permits the planner can give on his
own to >30T$ -- so in future ‘trivial’ amounts like this need not come
before Council – more later |

surprising outbreak of ‘discussion’ --- with Thorkelson ‘admitting’ she found
the signs --- well unattractive – which prompted Gordon Payne to point out
the ’value’ |

discussion about Ketchikan ‘trade mission’ coming to Rupert between April 9th
to 11th etc |

There
was also discussion about the Homeless and poverty in PR --- here is an
example --- the garbage bag was filled with ‘bedding’ etc taken from the doorway
behind surf club where ‘obviously’ someone had been sleeping out the previous
evenings |
