Council meeting
Monday For earlier materials see Table of Contents
|
For a change – most the Haida Gwaii members attended by
phone (thus saving taxpayers’ $$) —when will SQCRD get into internet etc rather than using phones? |
|
I am developing a new ‘tool’ for analysing these meetings – how
much time given to each item – see table at end of this page ---and what I
considered the most significant (SOFI details) was brushed over – to be
discussed in-camera? |
|
|
Chasing
NDIT grant $$ |
|
The agenda package contains (4.1)
earlier April AGM minutes --- but 4.2 June 16th decline exploring
building more --- |
|
|
And
speaking of building Community Hall/ Rec facilities |
|
Presentation by Lou Allison Dodge
Cove Recreation Society (DCRS) |

|
Above
excerpted from DCRS material in agenda package |
All
they want is 11T$ |
|
While the presentation was well done
--- it took a long discussion before any of the councillors clued into that
the NDIT grant $$ is a limited fund --- how much was left in it? No one knew
for sure |
|
Here is an Observer article that
gives situation at this camping facility that needs ‘rejuvenation’ – but
agree the Dodge Cove request comes first |
Again
looking for potential money from Community Hall and Recreation pocket |
|
Here is NDIT
link -- note the application
booklet |
|
Director Karl Bergman was especially
‘loud’ against attaching any ‘conditions’ to the approval – either yes or no
– below is from agenda pkg this item |
Again
generated a lot of discussion (18 minutes—see below) but little outcome |
|
Can a mining operation generate
sustainable employment?? --- Plus Evan wanted the employment ‘condition’ –
put in – which caused a lot of ‘hot air’ --- even though similar wording in
Feb 2010 |

|
He was told the answer is ‘obvious’ – others are getting
more paid benefits – see below |
Lots
of reports from treasurer |
|
The detailed information about SOFI
was to me the most interesting part of the meeting --- presumably generated
by one HG director wondering why others earning so much more ‘remuneration’
than he was – and he has his point |

|
I could not find any directors that
were not getting at least one of these benefits – and most all 3 --- even
Rupert and Port Ed were drawing from the till --- I have brought this up before--- and here -- note 'benefits' explicit
in 2005 SOFI -- back then only 3 benefitted |
Here
are examples from 3 directors |
|
Evan’s ‘problem’ was that he was not getting
all those freebies that others getting --- During the question period at end
meeting I asked what was the authorization for making these pension and
medical payments --- I was patted on head and told ‘we know best’ |
|
|
A PR ex-City Councillor told me
Rupert did same thing originally --- but then when pointed out they did the
‘right thing’ and subtracted the amounts from their Remuneration – paid it
themselves rather than have tax payers ‘donate’ the $$$ |
More
on this later – I still question the ‘authority’
done by (Bylaw authorising) |
|
|
There
was more – but after the City Council write up I will come back to this |
|
Plus I need some clarification from
SQCRD etc |
|
|
From
my recording of the meeting
|
|
In this table I have the agenda item on the for left
--- then what the item concerned -- then a comments column--- the last column
is elapsed time for the item
Dodge
Cove presentation took 15 minutes – but the back and forth over the Tasu tailings land referral (agenda item 10.1) went on
for 18 minutes Note
how much time to ‘chasing’ NDIT Recreation facilities
grant $$ --- which is limited (1st come 1st ‘served’ |
