Another look at SQCRD

From UBCM resolutions to Hydro power

·         City conflict of Interest goes to UBCM with SQCRD ‘helping’

·        I will return to PNCIMA etc Friday --- where Mussallem declares ‘City of Prince Rupert’ opposed to some conspiracy or other

 

 

Mayor Jack Mussallem brought this issue to SQCRD table Friday and asked that the Board also support Trail’s resolution B154 at UBCM 2010 Convention this week at Whistler --- here is B154 (and in part below)

B154 FINANCING THE DELIVERY OF EMPLOYMENT SERVICES begins with

WHEREAS the transfer of Employment Insurance funds from the federal government to the provincial government under the Labour Market Development Agreement and the related business transformation process currently underway will result in a significant restructuring of the procurement and delivery of employment and training services for clients;------dah dah dah

 

And here is a page on Bedard’s Hecate Strait’s web site saying ‘This program is funded by HRSDC (Canada) and the Ministry of Economic Development (Province)through the Labour Market Development Agreement   QED

If Des has some low level ‘conflict of interest  (his work with T Buck Suzuki should make him ineligible to be the SQCRD rep in PNCIMA process etc)--- then Kathy Bedard seems to have ‘major issues’ with ‘Conflict of Interest’ – thus her request at last council meeting (see excerpt below) ’ – She should have had another Councillor speak to B154– as she is Executive Director at affected (Hecate Straits) and thus the new provincial ‘integrated system’ program potentially takes away her funding – therefore ‘clearly’ Section 102 (of the Community Charter) applies – see the QED left and below for ‘proof’

Are there Remedies?

At times the Community Charter sounds very high minded (in general, meetings must be open to public, etc)– but the application may prove difficult --- thus a trip to the local Courts would be needed where Conflict alleged etc ---See charter on disqualification

Here I will deal with the Coastal Rivers Power –owner of Queen Charlotte Power Corporation—which has a 6 MW hydro facility at Sandspit

Farrell found this item ‘very frustrating’ – thus the Province turned a blind eye to the company burying material many years ago on land not theirs – now liability issues make them think twice as leachates near 2 creeks and Moresby Lake etc ---thus extend the lease to include the ‘dump site’ etc

 

 

 

Looking for the parent company on the WWW

Queen Charlotte Power Corp – a subdivision of Coastal Rivers Power Corporation

Nothing found on the parent company – but see ‘phone book’ provides good map of the Sandspit facility ---

 

Capital Power Corporation web site

Bingo --- Seems all these companies have been rolled into a single large corporate entity – thus the map from brochure on their site --- note too they own Brown Lake dam in Rupert area

See the Tyee article --- EPCOR did some financial footwork and rolled all the power companies into Capital Power Corporation which did some more fancy stock dealing etc --- (see the Tyee article) – bottom line is that Capital Power Income L.P now owns Moresby facility etc --- and the 3 BC entities made CPILP a net profit of $15.7 million --- -- it gets worse – read the article

Note HB Lanarc consultants paid $28,500 for Area D OCP – which is still in Public input phase--- As $$ done (illegally in-camera) we’ll never know where the $$ coming from

Late Breaking news

Perhaps the B154 Resolution at UBCM changed the Government’s mind – we see a very recent press release saying ‘the ministry is extending 268 Labour Market Development Agreement (LMDA) Service Provider agreements to March 31, 2012’
