Overview of SQCRD meeting

No real ‘fireworks’ but ‘old boys network’ wins out

The way things work in Prince Rupert

 

For me the usefulness of SQCRD is debatable –let the Charlottes/ Haida Gwaii fight among themselves --- get rid of ‘Oona R and Dodge Cove reps (combine?) and lets move in with Kitimat-Stikine RD

 

‘Illegally’ because Community Charter – thus
General rule that meetings must be open to the public

89  (1) A meeting of a council must be open to the public, except as provided in this Division.

   (2) A council must not vote on the reading or adoption of a bylaw when its meeting is closed to the public

How things are done here – we make our own rules

After approving agenda the chair gave a summary of what was passed at last in-camera meeting – thus

·        Purchase of insurance policy to indemnify Koning;

·        $28,500 for Area D’s OCP consultant (illegally?)

·        $132,800 from Gas Tax for Sandspit community Hall (illegally?)

Note too, the passing of the in-camera motion (listing reasons etc for in-camera) not in Minutes given at Friday’s meeting

It was also noted that Gordon Usher was not able to attend --- but an item on CRA changes on Medical Expenses deductions was added to agenda as 11.1

Evan Putterill asks for another election

Yes the MIMC meeting had passed a resolution to re-instate the offending members ---- and Putterill had signed it --- but he spoke against it at the Board meeting --- while queried by some members --- SQCRD Board voted (unanimously) to hold another election --- more details later

Presumably Putterill had not voted against it at MIMC

 

 

Accountability of Recycling

This was potentially the most interesting item from public perspective --- hours are to be cut back and lay offs given ---- Ron Bedard is presently the Chair of the oversight ‘Mainland Solid Waste Advisory Committee’ – and he spoke for the ‘necessity’ of the Saturday early closures --- illogically I will argue later

 

 

Long Time Recycler Jean Martin spoke against the reduction in hours

Jean argued that most working people were only able to Recycle on Saturdays (working during week) and thus making it harder for them would actually decrease volumes Recycled etc --- more later --- See my Feb 2010 for background

 

 

Hesse was brought into SQCRD when Janet Beil fired – while she was paid rate that would be 135T$ per year --- Koning appears to have beaten that easily --- she gets her checks weekly so public not able to see exactly what paid (as we could for Hesse)

Most Interesting

I specifically asked John Farrell if he was leaving (as Mussallem had alluded to in Monday Council meeting). He responded he was – presumably at end of month --- so much for hiring local people and training them as a ‘retention policy’ --- John did say he was remaining in PR --- the ‘bad news’ is that Gordon Howie’s wife is said to be back in Rupert – presumably looking for work – either with City or SQCRD

 

Another ‘weakness’ is Koning lacks finance skills – unlike many previous CAOs--- thus need to hire a Treasurer etc (or so I was told) – Hesse as Treasurer? --- Now that would be an interesting combination

How long is Koning here for?—And do we really pay her 75$/ hr + expenses?

While few doubt her competency – I am told by those that (have) worked with her that she can be very difficult to deal with on a one to one basis --- even members of public occasionally get ‘told off’ etc

 

At meeting mainly dealt with how Area D public could have inputs etc

Note here is the OCP that consultants given $28,500 contract for in the in-camera meeting

 

 

These land referrals were ‘routine’

I will return to them later
