Meeting was carried
by staff presentations, Zeno had three – most discussion among councillors
was generated by what format to hold public meetings with |

The
paperwork signed by a group calling itself MDC Coastal Shellfish Corporation
--- MDC often used by Metlakatla Development Corporation, and I assume they
are (one of) the proponents --- the black rectangle on Canadian Fish Property
is a proposed Greenhouse to raise both Algae and juvenile scallops |

These
are the ‘green algae’ meant to feed the juvenile scallops --- note the
proponents believed setting up a greenhouse was within the Zone M3 permitted uses
--- but the planner nixed that saying the recently passed Development Permit
Area Design Guidelines required permission from Council – thus the present
vote After
juveniles raised to a certain stage then they will be placed in various Grow
out sites which BioToxin and local 1st Nations developed over the
years |

Rudy brought
his son Dillon to the meeting --- Mayor Jack Mussallem called him up to front
before the meeting started and gave him something – see below --- Rudy’s main
presentation was about the state of Boilers at our Civic center and how
needed replacement – more later |

Originated from a
letter sent out by BCRPA asking for support to lobby (Provincial government)
for upgrades to recreational facilities ‘A time for Renewal’ – Their
study and report online --- basically found 68% of BC’s indoor recreation
facilities are 25 years or older.42% of BC’s indoor recreation facilities are
35 years or older. |

We
will see how this turns out --- Council did not want a few people with
agendas to dominate meetings – so went for a dispersed model --- but sounded
to me like it will be Council lecturing to us about Development Permits Areas
etc and then asking our collective opinions – We’ll see on September 16th

One would
have thought this kind of thing could be done at Board of Variance --- but it
does give illusion Council is ‘busy’ and justifies salary paid to planner |

I will return to
this later in week --- both the specifics of this application --- which does
not have the ‘proper’ set-back’ from street etc --- and the (I will argue)
outdated concept of planning that is implied with our Zoning bylaws --- where
what was once acceptable now becomes an ‘encroachment’ needing paperwork and
fees |

the yellow arrow below --- presumably the house was just fine when built – but
now when owner wants to add a second floor to the original envelope --- needs
Variance Permit – --- note the orientation of next door house (to better fit
irregular lot?) more later |

is interesting here is the legal diagrams are given – this is my
neighbourhood – and I see that numerous properties have ‘enclosed’ public
property into ‘their’ residential lots (blue arrow etc) – more later |

Reporting street lights out

Mussallem
said with the shortening days that Citizens become aware now of how some street
lights have gone out – a telephone number was given for reporting to City –
said to be in Telephone book Blue pages (250-627-0988)– and presumably a
recorded message and you leave the details etc |
