Almost all the SQCRD Business dealt with the
Charlottes Note there will be a City Council meeting
Monday night ---- their web site is down but Agenda is mainly groups seeking
grant $$ to make their cases to Council etc |

Here
is the ‘key’ to all those letters – 90.1 (l) added at meeting ---- presumably
to talk about next years budget --- dubious if Annual Report as it is not due
till next summer --- Is the RD going to purchase property??? |

Mussallem brought
up during the subsequent discussion that the ‘board’ on which Jean Martin
sits ‘requires’ members be appointed every 2 years --- thus the hint was out
that Jack will make sure Jean is not appointed come next January --- One of
the surprises most everyone missed was that Koning told Mussallem that some
of the projects he suggested for Budget Year 2011 (cleaning exterior of Recycling depot, trimming trees etc)
could possibly be done in 2010 using ‘surplus funds’ left over from this year
(but can’t extend hours on Saturday) go figure |

Environmental Society gave a short presentation on options for keeping the Recycling
open longer on Saturdays – plus petition signed by over 300 Rupertities etc |

half an hour earlier during weekdays would allow the extra 2 hours on
Saturday afternoon |

period of 5 years and 2.5% interest --- this loan dates back to 1999 --- more

Sounds like only
the SQCRD office is participating --- but the rest of us should be paying
more attention --- the main site for BC is 2011 Great British Columbia ShakeOut which
is being organized province-wide for January 26th at 10:00 a.m |

all this was about the Charlottes --- will come back to it later --- the
Graham Island Advisory group had several reservations about usage --- was the
public etc to be excluded? Etc |

I had a chance to
discuss ‘conflict of interest’ with a couple of the Area Directors --- they held
(as does Mussallem) that one had to directly receive $$ or a favour etc --- I
will return to this later – but read this
V SUN story on Nanaimo Council argument that threatens court action – the
councillor in question certainly did not get $$ directly --- but only an
organization he deals with – no problem in Rupert ---BUT here
is the BC site giving advise --- ‘A member must also declare a
conflict if he or she has some other, non-pecuniary type of interest that
places the person in a conflict position (e.g., bias’). |

I was told at an
earlier Council meeting that ‘no problem’ – though Mr Howie said he would
take a look around I--- both these cars are derelicts and they are (probably)
on a City Roadway --- The one is potentially a hazard which the City would
perhaps be liable for – as they are allowing it on their property etc |
