Council – 2nd look

Beautiful day and clear evening

These people are perfectionists --- every few days I see them down there making yet another adjustment to the fine details etc --- Great job people --- and thank you

Mayor Mussallem follows up on Salvation Army request

Jack mentioned that the last issue of ‘Info for Council’ (site no longer being maintained for ‘public’ use) had a letter from the Army suggesting the soon to be ‘put up for sale’ Aleeda Motel might be perfect for a ‘Transition House’ for men --- that sending young men to Terrace or PG to ‘cure’ their addictions – but then bringing them back to Rupert without any support where they moved right back into the same scene that had led to the addiction in the first place  ---- Better to get them into Transition House here until life more stabilized etc

 

 

Councillor Bedard went into a rant over the subsequent motion to get legal advice upon extent of what could be told about the topic --- I interpret this as actually a spill over from Nov 8th in-camera meeting’s vote ---- My ‘read’ from the ‘vibes’ was that one manager was dejected, another elated ---- and that Bedard had lost the in-camera vote about the dejected manager--- more later

This council likes closed meetings

Councillor Ashley was attempting to give the public more insight what was happening ‘in-camera’ --- thus not only the legal clause – as below for the 25th meeting – but what the topic was --- below was (a?) contract renewal --- Or Ridley Island etc – rather than just ‘land’ was example Ashley gave

 

 

The above Notice is interesting because it ‘explains’ why Council ‘decided’ to put the Home Hardware building on Monday’s meeting agenda –

As can be read in Northern View article ---Howie had reported out from the October 25th ‘in-camera’ that Home Hardware repairs were to be ‘completed’ by November 2nd ---- But --- tut tut --- that was ‘illegal’---- The notice for that closed meeting did not name anything remotely like Nuisance Bylaws (see above)  ---- but that never stopped our intrepid council – who tends to make up the rules as they go ---- Only draw back was they would most assuredly be ‘asking’ for owner Jerry Kurka to go to Court to have the in-camera decision overthrown --- thus the need to have an open Council vote ‘legally’ on November 8th ---- as the Community Charter requires in Division 3 — Open Meetings--General rule that meetings must (italics added) be open to the public

 

 

So here is the ‘kicker’ --- Councillor Bedard at least twice mentioned bringing up ‘other issues’ during an in-camera --- issues that would (could?) fall under the Community Charter ‘may or must’ for in-cameras but had not been put on the original reasons for the in-camera meeting --- presumably how Home Hardware had been discussed etc --- Bedard wanted assurances this practice would continue –even with Ashley motion etc

These Councillors ‘just don’t get it’

Meetings must be Public --- and the rules for ‘in-camera’ are the exceptions

 

I will bolster this discussion another day by showing where in-camera meetings are the ‘exception’ rather than the rule for most BC Municipal Councils ---but PR Council meets several hours every meeting ‘behind closed doors’

True – it might just be to ‘rationalize’ their free dinners ---- but the cold cuts etc do not look that appetising to me

Fellow recently brought the bike up from Vancouver --- only cost 1100$ or so new --- uses (3?) motorcycle batteries for power

 

 

 

 

John usually to be seen outside this coffee shop soliciting coins --- who ever did the drawing ‘captured’ his smile perfectly
