More on Tuesdays Council meeting

From Dump to tippy chairs

Jean Martin addresses concerns over Recycling – present City dump needs expansion ( see my earlier)

  Status or Hazard??

High back chairs – see below

In theory putting electronic goods into dump (and not recycling) is illegal – but like much in Rupert ‘everyone’ just turns a blind eye --- in fact about 2/3rds stuff in this bin could be recycled ---- see my earlier where a local grocery store putting all its cardboard etc into dumpster (again owned by same company)

More on this later

Saving tax payers $$ and saving the planet --- recycling is a paradigm change

While I have asked rhetorically before ‘how accountable is recycling’ – we usually get from Mussallem etc that we leave that either to SQCRD which runs the program (there are historical reasons for this – as I remember Mayor Lester opposed – so went through back door) – Rupert still pays for most of the funding

While Rupert has a ‘Solid Waste management Plan’ it is very out of date (2006)--- in more open municipalities like Vancouver they have revised their plan to target 70% diversion rate from landfill by 2015 --- (See V Sun article) And they take the added step of fining those who abuse privilege – thus putting cardboard, recyclables and lawn clippings etc in waste stream

As I read the current By-law the City may not collect --- but private collector can – I will return to this later when have more current info

The online Bylaw missing the attached schedules of ‘Prohibited waste’ and ‘Controlled’ wastes ---- I do not see any mention of cardboard, electronic goods (computers, televisions, etc)---- I suggest this Bylaw needs ‘Greening’ – with diversion targets and penalties etc

While there may be some present fee – I am dubious it is ever collected from ‘commercial’ garbage collectors etc

This from the 2008 Amendment which dealt with fees (increases of course) – but even the private collector would be subject to added costs if cardboard, electronics etc included  in controlled or prohibited or another category created

This Bylaw fraught with problems – I will return to it Friday

Will the City be held to same high standards – We have acres of Forests and miles of sidewalks etc

So are Cabbage caterpillars in one’s garden to be included??

Where have all the Benches gone? To the Cemetery

Philip who must be in his 90’s complained that all those benches bought and dedicated by different people are now out at the Cemetery – (except these 2 left) --- Philip needs to sit down every block or so when out walking --- and now has to find concrete ‘fences’ etc outside businesses to sit on (as in front of Zellers etc)

Along with the funding shortfall – City has steadily ignored the ‘real issue’ – feral cats etc --- we just attack the symptoms by throwing taxpayer $$ at it

See earlier Feral 2008 and Feral 2 and background page

While SPCA has been looking for predictable funding for years  (see my file from earlier in year)– I like the added notice that seems to think that Watson Island situation might change within year

And then there are the chairs

Here I thought those high back chairs were a status symbol with Councillors Garon and Thorkelson (and some staff) getting the lower backed versions --- but a conversation with Dan Rodin before last Council meeting brought out that the high back chairs are actually a safety hazard – that easily tip – and must be replaced --- more later

More on this next week --- Greening of OCP or ‘business as usual/’
