Patios and OCP

Liability issues?

Who pays when/ if the sidewalk fails etc – note the sewer covers – all along this stretch – thus under the sidewalk – sure it won’t fail next year—but in 10? 25?

Has the liquor licence been changed? More seats available?—see my earlier for preliminary discussion of issues

Note the crack in sidewalk between yellow lines --- the pink arrow below shows sagging sidewalk previously grouted over

Sidewalk failing?

See my earlier where Overwaitea parking lot sinking (shows Hog fuel base well) – and several sinking sidewalks here

Failing infrastructure – who cares – just look away

The image below shows whatever beneath the sidewalk (originally wood chips from pulp mill under much of downtown sidewalks I have been told several times)

Whatever – there is now a 4-6 inch gap showing at this point – (suspended sidewalks? How far? in total area, etc?)

That the sidewalk settling – breaking up as in previous four images – indicates a problem ---- for me immediately the issue is liability --- if patio owner liable for any damages to sidewalk or patrons or passer by -- -- then it is their problem and not the Citizens’

And speaking of use of Public Property?

This looked like a temporary affair while upgrading the façade of building --- but no work seen subsequently --- thus looking like it will become ‘permanent’ – well, pay the fee then for use of Public sidewalk ---- fee so cheap that ‘remedy’ almost cosmetic, though

Speaking of Facades

The intent of this proposed Bylaw appeared to be downtown buildings --- but much broader with significant implications

While a good beginning – needs lots of work --- all those derelict cars will now be possible to fine etc

Most of the provisions have little to do with downtown properties --- and when did caterpillars become a big issue in PR?

See my previous for links to OCP at end file

Perhaps the most significant municipal legislation this year --- but Ho-hum --- seems more like going through the motions

What policies and actions??

I will return to this – but looks like a joke, given the implications of GHG emissions on global warming

More tomorrow

Maianthemum as ground cover

Use of Native plants in ‘landscaping’ public spaces

I see the small lily just beginning to bloom – image upper left is a cliff face along McBride street where the shaded shallow soil perfect for the Maianthemum to become the dominant ground cover --- upper right is area near Hospital where the Maianthemum being out competed by ferns etc--- just beyond image left where Maianthemum still dominant ground cover (perhaps with help of City grounds keepers who have cut down the salmonberries etc

Maianthemum dilatum – “False Lily of the Valley”

See my earlier file – where in full bloom early June

Rubus parviflorus Thimbleberry

See my earlier file – large colony imaged is in Rushbrook dock area

White flower phase – thimble berries

Image left from a few days ago – most the Thimbleberries have passed through the flower phase and the berry is developing – ‘we’ should encourage this delicate tasting berry in public spaces (replacing all those aggressive/ invasive salmonberries?)

White flower phase – Here ‘Elderberry’ (Sambucus ) moving from flower to fruit phase

Sambucus racemosa

See my earlier for more structural detail – and here for start of white flower phase & links etc

Family portrait

Again this is from a rock face along McBride street --- shows the trickle of water (seepage-- shown with yellow arrow at left) that allows the plant to colonise the vertical rock face – I’ll bet the lower moss is a clone of the upper one
