Stealth rezoning?

A closer look at changes in OCP from Mondays meeting

As I noted yesterday – while there were over 30 changes to the OCP map – it was given perfunctory passage with little discussion

First there were significant changes made (see my previous)  to non-residential area (Watson Island etc).  I was told the other changes needed with transition to digital format –plus cleared up errors and ambiguities (see below) – then I looked closer at the OCP from 2007 – which by the way has very good map --- perhaps even superior to the present one in detail (see below)

 

Comparisons

 

Note what buildings were rezoned: RCMP, Firehall, Schools, Halls and Churches

For starters see how the OCP map from 2007 actually has more detail than the 2010 version (25x100 foot lots) When compare the RCMP building to the library across see that another lot added in 2010--- I suggest all this is in preparation for sales of RCMP building

Note the addition of Parks (across McBride from RCMP/ Library)  – which not mentioned in paperwork

 

Preparation for Property Sales??

Comparing the 2007 and the 2010 for the SQCRD building on 1st Avenue, we see what was not changed was the carving shed --- and note the Federal Building etc remains ‘Green’ which not only signifies ‘open land’ but public lands like parks etc

Note too the Church on 3rd remains zoned Green (or commercial?)

 

Hospital changes presumably reflect property lines – note Roosevelt School already zoned ‘Residential’ in 2007 – but PR Secondary changed 2010 as were most other schools --- but Civic Center etc remains ‘open space/ park’ (sic)

Another example: Open Space as opposed to Public?

Was Rezoning of these properties done according to process? Were applications made etc? – Or was this done previously and only now the map reflects the changes? --- That is purpose of Open meetings – not doing everything ‘in-camera’

Makes you wonder?

I suspect there should have been more public discussion (presumably done in-camera) about this rezoning from Industrial to Commercial – this is where doing back room deals could enter into ‘routine changes’

 

2007

Note how actually more detail in 2007 mapping  – paperwork says adjusted to ‘fit residential boundary’

 

2010

I don’t see any changes except maybe that A1 (arrow) – as always there should have been an open discussion of these changes – to prevent perception that deals may have been made etc
