Looking at OCP and Audit

OCP maps not used during open Council meeting

On this page I look again at maps and zoning --- and suggest need for increased public scrutiny – rather than leaving it to ‘Managers’ – ditto the audit

 

I am told City owns Miller Bay properties -- Arrow

 

Here there was an error

When I previously discussed this by comparing the 2008 OCP map to the 2010 – I had assumed changes in 2010 map were ‘original’ – but looking at the online 2009 Zoning map, I see there these properties are currently zoned C5 thus the ‘correction’ was legitimate

 

Legally what takes precedence?

Thus I see a mistake in the 2010 OCP map where the Sears store at 5 Corners (red arrow) has lost its Commercial status – but the 2009 zoning bylaw map shows still C3

 

And what about the SQCRD building which was ‘zoned’ Commercial in the 2010 OCP map passed Monday --- at time implied a mistake in original – But current zoning as of 2009 is P1

P1 is a not open space etc but Public Place --- so now the SQCRD building is Commercial? Or does the 2009 zoning Bylaw need to be changed and then it becomes Commercial?

Note according to 2009 Zoning Map all the buildings, lots are zoned P1 – the McBride Street Commercial (red color) corridor --- only extends to the Public properties and not any farther – so legally which takes precedence??

PS – I am told that the benefactor who donated these properties on 4 corners of McBride to City, did it on the condition they remain public – not commercial – more later

 

More on Public Spaces being rezoned Commercial

Hey I like this --- the College was rezoned in 2010 OCP as Commercial --- again annotation implies a previous mistake where ‘Open Spaces’ --- So does that mean City Hall should be (will be?) rezoned Commercial? How appropriate!!!

 

I put this full map because looks like the apartments on Bill Murray Way are not included at all on the zoning maps --- so do they not exist (legally?)

 

 

 

 

Here is a good change in ‘Map’

The old BC Hydro site which was to be a mall – has been rezoned back to Public Space --- annotation says according to Zoning bylaw 3290 (not found online) – more later

 

I see the Auditor has included this disclaimer --- not present in 2008 audit – More later

And the Audit suggests public needs pay more attention

 

 

So there is a surplus --- According to GAAP

Councillor Gordon Payne has been asking Dan Rodin about ‘surplus’ or ‘reserves’ that are being used to cover the Watson Island expenses over the last few meetings.

In a way she has been hoisted by her own petard --- after all she is the one that spoke against forming Recreation Committee etc – as should leave it to the managers (trained professionals) – and questioning Councillor Garon about latter’s credentials to evaluate some technical matter

 

Treasurer Dan Rodin was almost condescending to Gordon Payne ‘explaining’ how unpaid Sun Wave taxes counted as surplus –according to GAAP (Generally Accepted Accounting Principles) etc

So now you have it:--Democracy PR style: the Citizens’ role is to let elected officials do the questioning – and they are to leave the difficult part to the ‘professionals’ – more later
