ISWAC and  (the dump on Charlottes) – some background info on this source of deficits for SQCRD

I thought I had found a major problem --- note the Staff wages in 2008 --- they seemed to disappear subsequent years

Note too the User Fees were budgeted to be much higher than actually collected – but is twas as easy as passing a Bylaw to increase the fees--- as was proposed for 2010 – but that was before SQCRD told to balance their book

 

Here was from a 2008 budget proposal that was never passed

Note the large increase in Tax Requisition proposed for 2008 – I am told the value can not be changed ‘easily’ and is fixed as a percentage of assessed values --- thus would have to change the Bylaw – not just charge more in Taxes --- but note too the User Fees were intended to increase dramatically (did not happen)

Note too the Staff Wages and Benefits --- this item ‘disappears’ in subsequent budgets --- and I thought I had found a major ‘mistake’ – but just broken down into different departments

 

Shucks – I thought I had found an error --- the 3 different add up to about 210T$

 

Note the rapid increase in what the Villages are supposed to pay in 2010 for use for the Dump on Charlottes --- while the ‘user fees’ rise only insignificantly

 

Was there any meaningful consultation?

More on Dump later --- like using Gas Tax when should be using reserves that were supposedly ‘protected’ by Bylaw to Cap dump etc (see this 2008 Observer article where 250T$ then in a reserves for this purpose) ---- and where ISWAC terminated by SQCRD
