When I took the
picture assumed this was wind damage – but when asked City Staff (the tarp
etc would have needed cleaning up, etc) --- was told probably removed by
owner to prevent all those pigeon droppings – by removing their shelter |

Sewage Treatment meetings |

The
first day the various proposals and back ground material shown to public in
general – the 2nd day was committee discussion with various ‘Reps’
from City, Port, Business etc – while I was not given ‘permission’ to speak
for PRES (by the 4 members attending their last meeting) –still I was allowed
Friday to speak from a broader Environmental perspective |

The first option
was one large treatment plant at Hays Creek The second option
was 2 smaller plants at Hays and Morse The third option
was 3 smaller plants at Hays, Morse and Seal Cove Tactically the 3rd
option gives us more freedom to adapt to future changed circumstances |

The
colored lines are present sewage lines along with ‘outfalls’ (example Outfall
I at red arrow—by far the longest and the deepest) Given
the Rupert’s present financial situation – building a sewage treatment plant
is not in the immediate future --- but can work towards that future now that
we have a clear sense of where going (see below) |

Why 3? Some at meeting
argued for one large treatment facility at Hays Creek – the present outfall I
is adequate – plus one site arguably ‘cheaper’ and more efficient--- Others
countered the 3 site option gave us more flexibility and allowed City to
phase in sites as $$ etc became available --- thus the first treatment plant
would be built at Hays – and if we changed are minds later it could be
expanded to treat all the cities needs ---- Seal Cove would be last site to
be built – and it could accommodate all those as yet un-built suburbs (see
pink arrow above) |

Bob
recounted how this ‘file’ was opened for him in 1971 when he had the money etc
to extend the main sewer outfalls deeper into harbour --- but the Council of
the day decided that need not spend the $$ as the project went well beyond
the receiving waters regulations of the day --- and now 40 years later he is
finally seeing what will be needed and what will ‘satisfy’ today’s
regulations -------------------------------------------------------------------- Costs?
– Surprisingly all 3 sites cost about the same: 122M$ --- nor would the
operation costs for one large versus 3 smaller be that much different
according to consultants |
