Public ‘consultation’

It’s the law (Community Charter)– but so are balanced budgets – no matter

Presumably a copy of the budget may be picked up at SQCRD – or some are available in Charlottes too

 

At the meeting each different fund etc was gone through by the Acting CAO – and discussed by Board --- at the end of meeting the public was asked for comments ---- those questions went on for about 5 minutes with 5 different people either making observations, asking questions or pointing out errors (it was a draft document)

 

 

Note (see below) that Prince Rupert pays 75% of the QCI ‘municipal’ directors’ remuneration, travel and benefits (like medical etc) – but not the Area Directors (see below) which have their own account --- it would be better from Rupert mainland perspective if Charlottes separated out --- where those taxpayers pay all their own travel, medical etc – perhaps then they would do more of their business by phone rather than expensive travel, accommodation etc

From a purely Rupert taxpayers’ perspective

We in Rupert will be paying an extra 94.6T$ for just Administration alone --- most of this increase is in wages etc --- and was supported vigorously by Jack Mussallem during the subsequent discussion – he seems to think hiring of new Treasurer etc will clear up the financial mess ----

The administrator (note 100T$ difference between 2010 and 2011 for staff wages etc--- is she getting that much $$$ for her salary/ living expenses etc) the topic never discussed nor even mentioned

 

 

Rupert Pays:

Here is how much Pages etc gets in Remuneration (23T$) , and Benefits – like medical etc 1.2T for Pages and 3,9T for Kulesha, etc– and that not including Pages cellphone (paid for by taxpayers)

In the presentation it was mentioned the ‘computer software’ increase was due to need to renew licence for the Accounting program (AccPac?) ---And the QCC rep asked about the ‘training’ budget – and was assured it had been increased (under ‘Staff’?) ---Note too the Treaty Advisory Committee which has never been discussed in an open meeting that I am aware of --- but Grant $$ cut in half – but note C2C increased – again never discussed in an open meeting --- and what Soccer League?

 

 

Are they paying for their benefits? Or is it going into Administration Fund?

More worrisome is that budgeted 22T in 2009 for ‘Staff’ has been cut --- presumably to gain $$ via ‘Administration charges’ see later

While not shown here – the Area D taxpayers are dunned with about half of the 94T$ taxes – perhaps because of dramatic doubling in ‘valuation’ of ‘forest lands’(?) by BC Assessment --- Some discussion of MIMIC ‘grant’ that I did not understand rationale for etc

Electoral Areas budget proposal

This is Area A & C on mainland (treated as Dodge Cove and Oona River—but 90% population on reserves--- I refer to this as Neo-colonialism BC style—(see my page and links)

Areas D & E on Charlottes seemingly more aware of high native population in representation etc 

 

Problems on Charlottes --- the dump, the Sandspit Water Utility and Sandspit Community Hall – all had varying degrees of problems –Water system represents the lack of sound management – it is illegal for it to operate at a deficit --- but let the Province worry about that --- the Area Rep gave some alternative suggestion for getting out of debt and more conversations will follow --- note Mussallem warned that SQCRD is liable for water quality (getting sued etc) and that means mainly PR tax payers --- but ‘we will work on it’

The Land Fill represent the  main problem and it seems helpless --- on the Positive side has a new manager so might be able to sort it out
