--- cloaking this as a policy rather than an actual change in ‘procedures’ is
part of the ‘we do it our way’ mentality of both PR and SQCRD |

here before— Des Nobles is employed by a fishery industry group that is in effect
a lobby group. – Does he leave the room? No he usually leads the discussion |

Shift
from ‘Space based’ to ‘place based’ economies/ communities and implications
for policy – for me one of key ideas is a ‘business plan’ by which to measure
ones movements towards desired objectives --- in theory that is what our
Annual Report’ is meant to do --- another Joke |
