June 8th

Overview of Monday’s Council mtg

Excellent meeting ---

Probably the best I have seen this Council – with Councillors Ashley, Gordon-Payne and Thorkelson carrying meeting with their questions and comments

At left Citizen Jean Martin asks about recycling, dump & cardboard (More later)

CFO Dan Rodin absent so several items put off until next meeting

Gordon Howie was able to speak to some of the questions arising --- but SOFI, Audit, and Annual Report to be done at June 21st meeting – to which the auditor asked to attend to address Council questions – good move

Council allowed public input, but there was none

Gordon Howie did give a good overview of the intent ---- the previous Nuisance bylaw dealt primarily with unsafe structures etc – and legal opinion that needed a tool to address unkempt yards, unpainted facades etc – Plus needed something stronger to get wished for remediation than just threats--- more later

Few inputs on Targets and policies to implement the targets

Gordon-Payne was surprised to learn that City Planner, Zeno Krekic, was a full time city staff employee rather than a contractor – ‘must have missed that’

This rather obscure topic brought forth a good discussion – more later – Councillor Ashley volunteered to be the contact person for quarterly reports etc – more later

As Rodin absent there was no report, ditto the Annual Report (though Public comment next meeting) --- more later

One interesting question:  why in SOFI was ‘Remuneration and Taxable benefits’ included? --- Howie responded that a car allowance was only item taxable of the benefits paid by City --- so does this mean we are giving Mussallem a car? If not he, who then?  It would not be taxable if only used for City business etc – more later

Council asserts its authority --- one of 2 highlights of meeting – the second was during questions about Museum --- where Council ‘requested’ a seat on Museum board – which previously denied --- hey, you want the 192T$ we contribute or not? More later

Council found the Tax Revitalization much broader in scope than they had requested --- and rather than quibble they tabled the motion until get more of an explanation – next meeting – my discussion later

Joan Cameron taking minutes

For years that was her job --- but she got shifted to other responsibilities – so nice to see her ‘visit’ again

In Summary – an excellent meeting with Council much more pro-active than seen before --- and obvious that no ‘in camera’ discussions on the these issues – which meant to be public discussion – hooray for Council

Bedard, Ashley, and Thorkelson made good comments and carried much of the meeting – more later

Of course there was an ‘in-camera’ meeting – with food

Council was asked to have another sandwich etc after the meeting so no to have to throw all this food away --- invite not given to public though
