I suspect this is BC hinterland’s future – attack on Unions – lower wages etc

Council Meeting

So typical – do nothing then ‘sneak through’ stuff during the summer

 

Several Chances for Public input: --- GHG emissions and CAEE reduction targets made official

Unfortunately for future generations – this Council is not serious about climate change

First they pretty well accept staff analysis etc – and remember the City ‘Planner’ during last go round spoke against ‘check offs’ (for new buildings etc to make sure they were green and Energy efficient etc) – because it would be too prescriptive ---- so true to form we get ‘Business as usual’ and weasel words ‘attempt neutrality’ – more later

Car Friendly

Thus the City will try to save a little on energy costs (save $$ not the planet)--- while leaving most the reductions to the community --- with a few words of encouragement here and there --- Note the easiest reductions would be to curtail automobile usage which accounts for 37% of PR’s GHG emissions --- but that would mean more transit and fewer cheap parking lots etc

Note key concept is GHG emissions and not automobiles per se --- thus if all the cars were electric their emissions would be almost zero – 2007 Base year info PDF from Province

And we paid lawyers to tell us about obligations

Council agenda includes an opinion from lawyers on if City acceptance to become Carbon Neutral required us to buy Carbon Offsets ---

Hey staff only needed to read the document and would see the following paragraph --- but better to pay some lawyer I suppose

Nuisances

While this was intended to bring Downtown buildings into cruise ship friendly cleanliness etc – what came out of staff was a generic Nuisance bylaw --- Here is a house on 1000 block 3rd Ave West --- very run down --- yes that is a chair or couch sitting under the front porch --- I suspect this could have been dealt with under current bylaws – BUT

This stuff can really be interesting – how much staff paid etc – more later

 

 

Variance Permit

While this could be dealt with by Board of Variance (BoV)– staff has stealthily set the fee for BoV and and Developmental Permit as same --- and since latter goes on the title --- who in right mind would ‘choose’ the faster easier route?
