July 7th

Good short council meeting

Overview of meeting

Perhaps it was the exceptionally good weather outside – but business was dealt with rapidly and everyone went home to enjoy the evening ---- On right Dan Rodin receives a local government  certificate – more later

 

Perhaps it was the clear skies that put everyone in a good mood ---- Thorkelson even wanted to know why I would show up as could be out enjoying the warmth etc

But as today’s early morning fog showed – here in Rupert the fog will get harder to burn off for every hot sunny day we have

 

Another sign of the season

We see increasing numbers of totes – presumably with crab in them ---at times this fishery can be very lucrative --- Wonder how the BP Gulf oil spill will affect crab and other invertebrate seafood prices this season?

 

Another sign of the sunny weather

Lots of roofs being redone --- making full use of the stretch of sunny weather – both commercial and private homes --- maybe 6-8 seen

 

Annual Report --- no comments

we were told some last minute changes had been made --- I will return to this later --- Community Charter makes a big deal of this as part of Council accountability to citizenry – but here treated as a formality – more later

 

Monthly Report $$$

Will prove more useful as financial year progresses – Thorkelson made a good comment when asked if we could not have comparative numbers from last year added to these ‘monthly’ reports –Rodin responded that should be do-able with columns for actual values in 2008 and 2009 added --- good idea

 

Airport ferry tickets

This was glossed over by Council – Passed off as a typing error but completely changed the intent of fee increases – remember the debate if airport staff etc would have to pay for a ticket?--- One must assume that One Canada balked at collecting the fares –so reverted to previous system where ferry fees paid when purchase the ticket --- But there should have been public discussion given the 1M$ looses public will have to pay for ferry

 

Revitalization Tax exemption

This was the main item on agenda – I will return to it later with more detail --- Ashley seemed by far the best prepared – and even asked that public (meant for business owners mainly) plus included Cow Bay in the Bylaw ---- I consider this a potential disaster for residential taxpayers –poorly conceived etc – more later in week but also see my comments from Monday on ‘Revitalization’

 

Formality

A formality following from Revitalization --- public comment would be ‘too late’ once Revitalization passed --- thus value of Ashley getting public input 9see below)

 

Another Formality

Up to a Million $$ interim borrowing available but not used --- but has to be renewed ‘just in case’

 

Complaints from drug dealers

Again I will return to this later --- seems some local businesses thought the fees were out of line – so a report done to show the rationale

 

 

Rodin Photo op

More later – but I read this as Rodin preparing his CV for taking over from Gordon Howie whose contract expires next April something like a ‘Certificate of Local Government Statutory Administration’---(see site)  presumably Mayor Mussallem has one too as seemed familiar that it was ‘intermediate – and #7 of series etc
