2nd look at Council meeting

‘’sewer system cash cow for City’

The irony is that all the sewers to these 3 Hotels are combined (see my earlier for maps, etc) --- thus along with runoff go straight into harbour and will need new piping before treatment --- cash cow you say

I will document this better over weekend, but it has become common practice since Utility fees collected earlier in year than taxes to declare all the ‘reserves’ (for system maintenance, upgrades etc) as ‘surplus’ then taking them into general revenue --- cash cow – but legal too

See my April 2008

Northern View Story on Council presentation of  Hoteliers and sewerage rates etc

See here where ‘Reserves’ contributing 2.1M$ to 2009 Budget

Hoteliers see City as ‘chief impediment to business’ in PR

Here they are using the high fixed cost of sewer fees when occupancy low etc

Cpl Kendall – who has been with the RCMP 13 years (‘I started when I was 8’) outlined the problem and the ‘game plan’ response

I will go into detail later but for now the perspective is that this is a social problem and requires(?) social policy responses

Drugs & alcohol behind >90% our day to day calls to service

Rupert in its ‘glory days’ when herring roe / sockeye salmon prices were high --- became something of a party town to entertain the fleet while in town – thus at one time the highest number of seats at liquor establishments etc in BC

I will argue later we are now paying the price for too much ‘easy’ booze availability

Note how few of these countervailing assets Rupert has ---

A social problem – update

The Game Plan

Assets message

More Assets = less Drug use/ abuse etc

Here (September 2007) where Chances asking > liquor license etc

And here for Chances buying out Solly’s

Changing economy/ demographics

Many of the alcohol outlets going out of business --- I suggest a major factor is Chances plus the change in economy

ANBT needs help – asking flat fee 10T$ for use gymnasia during tournament

I will leave most the message to Peter’s written presentation (excerpted below) --- but I suggest here that the free passes given to RCMP/ Fire/ City staff/ CityWest etc ‘easily’ exceeds amount to be saved by ANBT with fixed gym charge --- 50 passes = 22.4T$  For rates see my previous

Safety First?

I see the ‘owner’ has installed an extended smoke exhaust pipe presumably to keep fumes out his restaurant – city staff continues to take the easy path and turn a blind eye to this infraction – note the illegal sign too
