These meetings are becoming a joke--- Most the time was spent discussing either an argument between 2 neighbors in Sandspit or the potential opening of a bar in the same town (if a community of 300 merits ‘town’ status) In contrast a resolution
to borrow up to 1 Million $ did not even get read out loud –just ‘agenda item
9.1-- it was given 3 readings with the 4th next meting --- And does accepting
the Agenda as amended really qualify as a ‘resolution to close a meeting’ under
the Community Charter? -- |

I was told after meeting that I should not be taking
pictures (by the Port Ed rep) – nor should I ‘tape’ the meeting --- While I
disagree I will not use the pictures taken until issue clarified |

Gord
suggested his neighbour has numerous infractions against the current zoning Bylaw
for Residential lots, and Gordon was asking for a Variance to build nearer
the property line than Bylaw allows --- For an example where the police
called – this
item was identified at meeting as between these 2 neighbors |
Still the
‘fight’ between Gordon Usher and his neighbour did have significant
‘outcomes’ |

Because details of
Mr Usher’s presentation not known, staff unprepared with comments etc – it
came out during presentation that no mechanism for enforcing zoning Bylaw
(nor any other Bylaw in SQCRD?) because no Bylaw officer etc, Nor did it appear
that there was any in place mechanism for giving a Variance to a zoning Bylaw
--- though I suggested in question period that the SQCRD Board must then
function as Board of Variance --- but staff will do the research and report
back |

QCs – new contract given for Community residential pick up --- and some
controversy here too |

Board members ‘objected’ to details given for accepting one bid over the other
‘in public’ (presumably the different customer satisfaction ratings given
etc)– Perhaps they thought those details should have been dealt with ‘in
camera’ – I note in passing both these Board members have tendered contracts
to the SQCRD in the past --- makes one wonder |

I further suggest
the Community Charter etc does not agree with their self serving
interpretations (see
reasons a meeting may be closed go public) |

at Dump will take over any functions that ISWAC might have fulfilled (if they
ever met, that is) |

Current Booze establishments in Sandspit area --- I note the RCMP Constable was going to give a DARE presentation (same one given PR City Council I was told) --- While the irony would have been ‘refreshing’ – I can see why she chose not to present to SQCRD –as the value of ever more liquor was the primary reason given by the Area Director for supporting the application etc

Recycling
Society --- while this is under the SQCRD (for historical reasons) in reality
Rupert and Port Ed pay nearly all the costs via taxes --- I will come back to
Recycling --- but here one wonders about ‘value’ of trucking paper to Oregon
– so much of this becomes green washing in my opinion |

Is
it time to amalgamate – not only ‘Recycling’ but the SQCRD into Terrace
Kitimat Regional District? More
on this later but Rupert taxpayers not only subsidizes the Charlottes--- our
real interests may be with Terrace and Kitimat not the petty feuding over in
the Charlottes |

borrowings done every year – as taxes not paid until June – so need something
to tide them over – Rupert passes similar bylaw but does not have to use it
as Utilities Fees used until taxes paid |
