Council and school closures

PRDN had a good article on ‘Board of Variance’ (BoV) where presented as neutral decision rather than something they were forced to do ---- I have shown before that a Board of Variance is a pre-condition of having Zoning bylaws --- but that never bothered Council before--- so what changed? I suggest this appeal by 1917 McNicholl owner --- I was told last year by a knowledgeable person in Municipal Law that I could force the city to have a Board of Variance by doing exactly the same thing: presenting a question to Building inspector—then appealing his decision --- Further I suggest a City Councillor (Garon?) must have forced the issue

 

Conrad and Westview potential closures (see my earlier for background) – Here is map of present catchment areas as given at Westview meeting

Below I have placed map from the last time we went through the school closure discussion/exercise – then it was Seal Cove and Kanata (6 & 7 below)
I suggest the maps show us more about class and race in Prince Rupert—than economics of which school best to close

Superficially it is ‘obvious’ that 1 & 2 should be combined – unless there is some extenuating factors not seen at this level --- like a lot of kids in Westview area

While not evident at this scale looks like there are not that many kids in Westview catchment area – though most of them are taking the French immersion option (green circles) 

 

So most of the students must be coming form other sections of town – see the image below where we see many of the students being driven to Westview – which for me explains the high FAC scores – which are more a measure of family socio-economic status than academic potential

Recycling update

Note here that cardboard (arrow) being sent to dump while a cardboard recycling bin is right there --- I am told the ‘Recycling Committee’ – presumably an oversight group but which has not met since last April will meet February 23rd --- I have suggested that more community composting would both be ‘good thing’ but has green house gas reduction implications too --- but group does not seem to be interested – more on composting later
