Elites and changed demographics

 

The Bylaws say this trailer should be paying water fee etc – but I suspect not --- hard for City to know if an ‘empty’ suite etc used if allow some type usage pay schedule

Falcone Estate settled

From the agenda Pkg: Mr Filippone Falcone passed away in 2001 leaving his estate to the City – Will was challenged by relatives and Probate Court now settled in favour of PR – 200T$ plus the house/property which City will sell. Monies to be used for cemetery as requested by Mr Falcone --- hatched for new asphalt where road extended to connect block CC to R Q L etc

 

 

Will this be the last year Rupert has the ANBT?

Mayor Mussallem remarked, he has known Mr Haugen for years and he knows nothing Peter is associated with will lose $$ --- Given the logic of that observation it makes $$ Sense for the ANBT to start looking to Terrace etc to host the annual basketball tournament --- Making the host community the one which presents the best Bid

This ‘inevitable’ outcome may yet be prevented – more later

On Elite conversations

Most of the important stuff in Rupert seems to be settled by local elites – Mayor Lester was famous for arranging candidates and winners for his City Councils – the list would go out and the chosen ones were dutifully elected.

Times change, as do demographics, -- take the ANBT and its request for better deal for Civic Center rentals. In Council’s debate it came up that ANBT had a 2009 surplus of 79T$ -- based upon one Councillors notes – thus given the precarious financial situation of City did not seem justified to ‘help’ ANBT --- the $$ were before the 50T$ loss from last year’s games included I am told --- this kind of thing would have been dealt with by elites discussing among themselves --- Now simple solutions become much more complex --- And need something better than C2C for local ‘problem solving’ given the new demographics etc

Water and Sewer Rates

As I have written before the meter rates are (I’ve heard) kept low --- I have also argued that the water, sewer, waste utilities fees have been used to keep the tax rates lower --- The community should have a more thorough discussion about rates and the monies generated – serendipitously the same 2007 Rates Bylaw set the fees for using the Civic Center, etc – allowing a ‘special price’ for ANBT to be put into legislation – at least we should have the discussion

 

 

 

I heard this fellow actually ask the people inside open door if they got any of the smoke last time – but it is not there the smoke was going

During the Nuisance Bylaw discussion Thorkelson asked, ‘But would the City enforce its own Bylaw?’

Usually it seems to depend upon who is involved – some people get charged immediately while others seem impervious – left is a local business burning fresh tree waste

The usual come back is that either ‘we don’t have to enforce our own bylaws’ – or ‘We only respond to a complaint’ ---
