SQCRD meeting

Mostly ‘taking care of business’

A year end meeting that did not rock the boat ---- at left Acting CAO Helen Koning conducts the election of officers for 2011 --- No surprises here as exactly the same as in 2010 – in fact all by acclamation as various other nominees withdrew rather than force a formal vote count

 

Going through the motions as last meeting of Regional Hospital Board was to approve budget last June (above) --- as seen in attached Minutes

But first was Regional Health District meeting---

With elections and all – took a guide’ as to how to conduct the 4 meetings (which order etc)

 

 

Above Andrew Hamilton gives a short speech and thanks --- I missed the photo-op of check presentation

Only one delegation – Port Ed Historical Society formally thanking Board for loan modifications for Cannery etc

‘Presented a check for 3000$’ with thanks --- the requested changes were made last meeting ----and here was when request made last October

 

--- a Logger among Board members wanted Board to set some policy for these referrals so logging not unnecessarily delayed --- Koning said she was trying to get a planner in from Kitimat Stikine RD to speak to Area Reps etc about their function/ duties etc in these type land referrals

A hot topic last meeting

Sandspit(?) will have a Council meeting tonight (Monday) to discuss (yet againscroll down) Husby Log sort --- better maps etc were included in SQCRD Agenda package by proponent

 

 

Sending the proposal to SQCRD is part of the formalities ---- property within Port Ed boundaries

Highlight of the meeting for me was the Port Edward paperwork where they are buying land next to Watson Island Pulp mill site

Looks to be 11 lots --- an unbuilt ‘highway’ is mentioned in paperwork --- and rights of way --- presumably the cul de sac and not the RR etc right of ways

Needless to say there were not any objections --- But I wonder about potential competition with the new owners of Watson Island

 

 

Seems the Multiplex grant application had to be in before next SQCRD meeting --- but others objected to that would be giving carte blanche to potential SQCRD liabilities – and thus request was denied – see the QCI Observer for the recently approved Community Hall upgrade and Multiplex idea --- Plus according to a memo read out during Reports section of SQCRD meeting – a contract was issued to UNI Construction for renovations to Sandspit Community Hall in order of $509,300 (last November’s in-camera meeting) –but there was no break down of where $$ coming from --- see my earlier where of 132T$ of Area E Gas Tax $$ (I am dubious Area E gets that much--- Rupert got 283T on Nov 30th) (excerpt below from PR Info Package)

Another side track from the meeting was where Sandspit wanted ‘permission’ to apply for grants for a multiplex facility

No break down to where the monies are coming from for the present Community Hall – yes Grant $$ but also Gas Tax $$ too

 

 

And here was from SQCRD Checks over 5T$ file in Nov

Architects paid for negotiating Sandspit Community Hall etc ---But  who pays? Hopefully not from Administration Budget

And note PR final instalment for MFA debt #50 --- but no details given

 

 

 

Thus able to tax themselves and apply the monies to more than just the one Museum etc --- thus extends both function and participating members

Extending the Grant-in Aid to cover all Museums and Arts’ Councils on Haida Gwaii

Part of the Housekeeping is to re-appoint board members --- but in case of Recycling – put off till next meeting --- Jean will have to wait

And the never ending saga of Moresby Island Management Committee took latest turn with the appointment of newly elected members --- Koning was thanked for pointing out that a Municipal style election was not necessary for MIMC level Board --- see below for appointments

 

 

Results show O’Gorman 83 votes, Wier 82, and McNeice w 69 votes

The Agenda package included election results

I see Don McNeice was one of two previously kicked out for non attendance – the other person apparently did not run this time

 

 

Other Appointments

Des Nobles gave a report on last PNCIMA meeting --- I will return to this later --- Des was arguing there for a larger budget (presently 10T$/RD)– note the other DFO advisory Sponge Reefs and Bowie Seamount

Lunar Eclipse 22nd

Note the Moon

Given the clear nights of late able to see the large moon which just keeps on waxing

Tide table says 2010-12-21 00:15 PST Full Moon Note too there will be a once in last 456 years when total lunar eclipse and winter solstice coincide --- Thanks to Dave Cook for pointing this out

 

I will return to City Council meeting next Wednesday

Note this Building was given notice to either fix up or tear down --- the back side is by far worse looking --- more later

 

Wishful Thinking?

I see these fellows with their snow blades showing up downtown --- presumably ‘hoping’ for snow in next few days – not me – I like the rain (warmer – and no need to shovel)
