Council meeting Monday

I take today to cover last weeks meeting and look to Monday

While the Community Grants presentations were good --- there was a lot of budget material done in-camera (Terrace does much of this in open session)

Library on parity etc

PREDC presentation

Lester Center talk

On penthouses and parking

Revitalization Bylaw

 Solid Waste done poorly

 

 

I have taken notes form ‘The Minutes’ for December 6th meeting which are online and quite well done --- would be best if minutes went up sooner as R Grodecki thoroughness ‘almost better’ than PRDN

Library Board seeks $$ at Dec 6th meeting

Saving $$ in 2009 by closing Mondays saw a 12% reduction in ‘book borrows’ and food sales etc

 

 

Wage Parity involved and contractual agreements account for 90,272$

 

Wage Parity – giving librarians what their education etc ‘is worth’ as compared to say a clerk at City Hall

Gordon Payne asked if the Wage Parity left for another year, what would be the total --- I heard something like only $437,088 ---- Difficult to be sure as paperwork was passed out to council but not audience

As I say below, I suspect the PRED needs to be over hauled --- still living in ‘Phase 2 is just around the corner’–or the next big boom mentality ---- There is a new reality in PR which involves Metlakatla, Lax Kw’aalams and even Kitkatla (museum purchase)

 

 

PREDC has some excellent to mediocre presentations on their web site ---- The Community Profile booklet (use the City link for ‘page for only’ 2.8meg PDF) --- is well done --- and useful to even a Rupertitie

Above shows how Rupert has lots of water --- though I suspect the math wrong for the rates (reversed?)

Asking $87,030 --- but the details are ‘hidden’ in overall budget

While PREDC plays a ‘typical’ role in PR --- I suspect a great opportunity being lost by not including First Nations in more active role --- even if just the Regional Tourism

 

Lethbridge Alberta won awards for its Community Investment Readiness presentation (very large PDF 56 Megs) but check out their site –as well done

 

 

Lester Center wants ‘independence’

Seems as so tied to the City they are unable to seek some Grant $$ -- more later

 

 

So what is a Marley Dance floor? Generically called Sprung floors where Marley or Dance floor refers to surface layer – see Wiki for discussion and illustrations---

Where ‘copying’ his brother etc – plus what about the Parking? --- after all there is a restaurant, a store, and maybe offices --- so where is the parking?? --- but these are VIPs – so keep quiet and just say ye$

 

 

Oh ya, COW meeting Monday --- will allow questions from public too

Perhaps they can make use of this ‘cheap’ ‘Pay in lieu’ of parking --- but it does point out a weakness of this Zeno parking model --- what about new residential units downtown?

So what happens if Tripcorp applies in 2011 for façade upgrade they did in 2010 (before the Bylaw passed)? If they apply quickly BC Assessment might be able to accommodate --- but what about any changes done in 2009? Assessment will already be done, so how to cover the façade improvements when would have been assessed in 2010?--

Now how is this going to work?

The intent was ‘in case’ BC Assessment missed re-valuing the property – thus allowed a 2nd year --- but wording is ‘wrong’

 

Plus sloppy writing/ editing --- should be section 7

 

 

 

No need to increase these rates--- as 2011 already increased --- see below --- but Council is perhaps thinking about re-election – so they don’t want to increase rates in late 2011 just before election

This is on agenda --- >$$$

I suggest it is opportune time to ‘rethink’ waste management ---

 

 

City has a good web site for Landfill etc --- links to the Schedule E fee bylaw on that page

This 2008 increase is still on the books

 

 

 

The Solid Waste bylaw needs ‘rethink’ because not adequately changed when City went from collecting all the garbage to outsourcing commercial parts of it

 

 

Thus the cardboard etc prohibition only mentions city pickup

Recycling (diverting from landfill) should have real force and not just a ‘do it if you wish’ approach
