Council and street art

Civic Pride’s Charlotte Rowse was asking Council questions about budget and appearance 3rd Avenue ---One project was to put French Immersion grades’ 8-9 Art work in this empty store front windows – I hear collages of PR history taken from online Archives imagery--- Most the banners done by SD 52 kids (and some artists too) are new this year – again the theme is Rupert then and now

But the ‘up side’ is look at all this potential ‘Art space’ on those plywood sheets – such as done by Galaxy Gardens

Local business owner Marc Page also used the Public question period to ask about what Council was going to do about Youth and Vandalism downtown

Marc has had his business widows broken out several times I hear, and he wanted Council to deal with the root causes --- Citizens on Patrol plus RCMP Bike patrols were mentioned by Mussallem as Council initiatives --- I would suggest > law enforcement not a real solution --- need to give kids things to do evenings etc

 

More Stores closing

Yet another store closing down – I suggest the ‘real problem’ is that ‘consumers’ don’t have jobs thus money to spend downtown --- But City Council thinks Businesses need the tax break – thus shovel increases onto residential property owners (who will pass it on to renters – unlike a business who would deduct it from taxes paid etc)

 

HST payable – thus less revenue for City unless rates increased --- see where Kumar was going to get 360T$/ revenue by 2010 from Parking

HST to be added to Parking?

Seems that Victoria already looking towards paying HST on all parking etc – which means Rupert should have increased its parking fees etc to reflect the loss of revenue that paying the tax will involve ---- Thus perhaps boaters should buy the long term parking pass (as at Rushbrooke etc) now as after May 1st will have to pay the full HST

 

I am told City Staff not yet given clear instructions about what ‘services’ will be taxable: Building Permits? Who knows? See Brochure for Municipalities below

 

Note First Nations may be exempt too – as are Status Indians’ in some circumstances according to this CRA brochure link provided by Dan Rodin

 

 

I asked about city sponsored loan to Museum

I was told that City received about a million dollars from the sale – this meant to pay off the 5 year loan ‘we’ took out along with the Cruise ship docks etc – See my earlier for details

 

Gardens Deer and tasty flowers

I saw some women ‘envying’ this purple flower seems local deer ‘love’ Pansies and Tulips --- eat the Hypanthia when coming up but avoid once the flowers set in ‘don’t like the perfume’ one suggested --- the women suggest this year at least 2 weeks ‘earlier’ than normal – ‘my apple tree almost in full bloom, already’ etc

 

Rhododendrons just blooming

Here I thought the Dandelion bloom season was almost over – but a little sunshine perks up the more shaded areas that are now in full bloom

 

And the City Staff already out mowing the lawns

I will return to bus fare increases – but note no increases for Port Edward either this time nor last – Do we get $$ for bus from Port Edward – I will ask
