Letting stock
run down is a partial lock out—LRB agrees with Union – but I don’t see any
new stock showing up |
We See Extra
Foods still open but not stocked |
|
A
look at the LRB site shows a March 29th
Decision over Unions complaint that ‘the
Employer is conducting an unlawful partial lockout contrary to Section 59 of
the Labour Relations Code (the "Code"), has made statements to
intimidate employees into accepting the Employer's bargaining position contrary
to Sections 6(1), 11 and 47 of the Code, and has altered terms and conditions
of employment contrary to Section 45 of the Code. The
Decision agrees ‘Employer has
violated Section 59 of the Code and order the Employer to cease and desist
from such violations. I further order the Employer to make the affected
employees whole. Here is link to the March 29th Decision on LRB site

We See |

This
store on Third going through a total rebuild – even the front windows etc
removed --- the picuture is when hauling out ‘wreckage’ of the tear down |
|
As
part of the ‘Deal’ where Feds got out of all the smaller airports it relaxed the
Firefighting and Emergency Response standards so that do not apply to any
airport where passenger traffic less than 180,000 per year --- seems workers
had managed to keep one last truck equipped with foam etc – Current
management has elected to sell the machine (so I am told) Here are links to Current Airport Nav Canada Regs http://www.tc.gc.ca/civilaviation/regserv/affairs/cars/menu.htm Here is CAR 303 specific to Airprts and Emergency equipment http://www.tc.gc.ca/civilaviation/regserv/affairs/cars/part3/subpart3.htm |
Troubles at
the Airport? |
|
Seems
‘they’ are selling the last fire truck from the site – which some observers
disagree with as now no fire protection --- this raises several issues along
lines: ‘so who is in charge of this ‘City owned/ run Airport’ etc?--- See the
YPR site where In April of 1997 under the National Airports Policy
the Prince Rupert Airport was transferred from Transport Canada to the Prince
Rupert Airport Authority. The City of Prince Rupert owns the airport through
the incorporation of the Prince Rupert Airport Authority. |
|
When I asked
for the Minutes of this years Society meetings – I was told by City Staff to
contact the Airport Manager as they had no minutes etc for 2010 So What’s the Problem?? As seen in one of the ‘studies dating from
the turn of century --- there are potential problems of Liability,
Accountability and Authority (2001 Strategic Plan) --- I suspect the City
would be Liable but will need to see the contracts etc where Feds transferred
to City ----- after all this is not unique to PR but all smaller communities
with Airports etc |
So who is in
Charge of this City Owned and Run Airport? – Don’t ask |
|
A
little Research at Archives etc --- brought forth an Annual Report dating
from 2001 where it recounted who was the ‘Airport Society’ – Thus ‘The City,
the Mayor and the CAO etc Until
about 2004 Council was kept updated with Airport Society Minutes in their
Agenda package etc --- I hear that under the Howie regime (surprise) nothing
has been heard by Council about Airport etc Presumably
the same situation as the Seal Cove Airport Society where when I checked a
few years ago had not met in 10 years – see
my previous And
where City owns all the land
etc And
then there is Citizens of PR ‘subsidizing’
the airport via the ferry (600-900T/ year)--- more later |
