about the vandalism downtown? Is it the kids
seen ‘hanging out’ at all hours? Or is it the
‘bar crowd’ that is causing most of the damage? |

I
will look into the stats more later but interesting how the Rupert and
Terrace stats are the opposite trends from about 2002 on While
vandalism is the most obvious
sign of decline – I will argue PR itself tends to look the other way for many
offences --- thus almost condoning ‘law breaking’ |

Garden installed metal shutters to thwart the vandalism --- similar
to Subway Restaurant where I hear 10 windows broken in 13 months before metal
screens installed |

These
3 young men are hardly able to walk and talk – but I suspect they are
staggering down the street to buy yet more booze at the corner store A
group of social workers, RCMP, and City staff met bi-monthly in 2008 to
address the vandalism, drugs and youth problems --- (and to be soon
restarted) looked at various
strategies that might be used – More later |

expanding the City Watch program Or
installing video cameras on 2nd and 3rd avenue ---
though this would have to be online internet as I hear RCMP do not have
personnel to monitor videos etc --- though over internet could be in patrol
cars etc |
City in Decline ---
I will argue elsewhere that City Staff could be more proactive --- thus kids
on bikes/ skateboards flaunt traffic laws daily – but also junk cars strew
City boulevards etc --- these For Sale cars have been there for months –
though I see one has at least ‘moved’ |

Some
interpret this as an ultimatum that either SunWave or City of Prince Rupert
‘must properly consult’--- as opposed to ‘bargaining’ |

As
it has been explained to me, the Supreme Court has removed any obligation of
3rd parties (Forest companies and municipalities – but not the
Crown) to consult --- see paragraphs 52 to 56 in the Court Case thus in
paragraph 52:---- However, the duty
to consult and accommodate, as discussed above, flows from the Crown’s
assumption of sovereignty over lands and resources formerly held by the
Aboriginal group. This theory provides no
support for an obligation on third parties to consult or accommodate. The Crown alone remains legally
responsible for the consequences of its actions and interactions with third
parties, that affect Aboriginal interests. |

We
See that in-camera meeting starting at 5PM to discuss land matters etc --- so
hopefully Councillors won’t be going off in wrong direction about Haida 2 etc
|

Wonder if Rain had a building Permit for the
‘greenhouse’?

because it will just be a matter of time before the winds get hold of it and
bring it down --- hopefully no one will be hurt |
