Spring – at last?+ Rumours

 

 

A nice passer-by called these flowers ‘Snow Drops

And the flowers are a good indicator of how late the season is this year --- I have an image of same spot blooming about 2 weeks earlier in 2007

 

 

New Deck at Cow Bay

A fellow who knows that sort of thing mentioned that looked like ‘Oona River Cedar’ to him --- he said the fellows had just finished about 10 minutes before I took this picture

 

 

Is trench for drainage???

Working on the ‘trail’ along tracks Cow Bay to Hays Creek

note the ‘chipped’ up trees --- Presumably from Asplunde – as I saw pine leaves among the wood

This trail reminds me of Bedard
 and my allegation of her conflict of interest

 

First Herb pond told me he doubted if I had interpreted events correctly because his impression of Kathy Bedard was that she did not manipulate the system for private benefit --- quite the opposite

Plus a person who works with several non profit groups recounted how one of her groups had built something for the City – say a bus shelter or some such --- It would be feasible that City could give them a Charitable donation slip if they needed it to ‘receipt’ some donor

 

So perhaps that is what the whole process meant – not ‘partnering’ organizations – but working on same project – like a bus shelter --- and for that City Could give a charitable donation receipt --- in the case above if someone had donated to building this trail and wanted a receipt for time operating machine etc ---- it is a very grey zone --- the Tax Act presupposes much more Municipal involvement – in fact ‘controlling the $$’ --- but it is a reading of same ‘facts’ that I interpreted as ‘conflict of interest’

 

This seems to be what the City is basing their argument on for ‘partnering’ – note it must be a City Project--- and City must control expenditures --- neither point is in the original ‘policy’

Are you a branch or agent of a Canadian

municipality, or are you raising funds for a municipal project?

Where a Canadian municipality agrees to receive your monetary contribution, control the expenditures, and issue official receipts to the donors in the municipality’s name, you do not need to register a new charity.

And speaking of wood cutting

Note the logs that have been neatly cut from trees cut down – they disappeared soon afterwards – presumably someone in know removes logs for their fire place – at city expense for cutting wood up etc

 

 

 

I am told the Credit Union may have bought the old DQ site --- if so I hope they deal with that missing support soon

More rumours about property

And some people are saying the main reason the fire hall is being pushed for ‘replacement’ rather than ‘repair’ is that the Crest covets the property

 

Sale of SQCRD??

Some say Kumar wanted to sell it too – until he did the math – SQCRD pays about 3600 per month ‘rent’ to the City – and I hear the Archives and Biotoxin pay SQCRD $912 rent a month --- that comes out to about 54000$ rent a year – the city would have to get a million dollars and invest it at 5.4% interest to equal that or 4.3% interest if ‘we’ were to let BioToxin and Archives go fend for themselves --- not likely to get that kind of interest – nor that kind of selling price in Post September 2008 financial environment

 

 

Hays Creek Sewer line replacement

The city is looking for about 4 million dollars in grant money for this project --- Some of the line replaced as late as 2005 I am told

 

But look closely at the line – it appears to be a single non separated sewer – not the kind of thing that is needed when city eventually puts in sewage treatment

So shouldn’t we be separating sewer lines first? In preparation of sewage treatment?

 

 

Stimulus funding

Heard story about a lower mainland municipality that got X amount from Feds last year – they will get the same amount this year – but now it will be called ‘stimulus’ money – and that municipality will have to do the paperwork to ‘prove’ it is not just same funding but ‘stimulus’ $$
