‘Required Parking’
for a new business depends on zone, type business, floor space etc (example
from new Bylaw below) ---- but also an option to pay city 2T$ in a one time
payment – and presumably let local taxpayers provide free parking ad
infinitum At left are
present fees for parking annually at Rushbrook --- I would argue it is a
pittance |

Kumar’s
vision of using Parking to pay for Services – rather than cutting services to
pay for parking? |

When Kumar in 2005 looking how to sustain
community services in face of declining revenue (pulp mill closure etc) – he
suggested using Pay Parking --- for which he projected income of $300T per
year by 2009 (looks to me like only $18,275 collected in 2008 down from
$82,111 in 2007 --- go figure) Kumar’s
pay parking was subsequently fulfilled first with the Rushbrook parking lot
and then Cow Bay Road and now Atlin ---- Of course it is in Business self
interest to get free parking provided by taxpayers – thus the extremely
feeble parking provisions in present Zoning Bylaw that is to be adopted
(unscrutinized?) July 27th ----- |

2008
was one of coolest years on record--- I would argue a product of global
warming --- winds created by heat elsewhere brought strong cool onshore west
winds here |

One
of the most interesting aspects of this was there was an unusual plankton
bloom in summer 2008 --- one guess why was that global winds from Sahara
desert dumped iron/ sand onto our offshore waters ---after the weird plankton
bloom came a equally bazaar period where ‘consumers’ like Neocalanus copepods
flourished which may have meant fish food for any juvenile salmon hanging out
in Hecate etc – See DFO

Some
observers argue we will be entering a cold phase of PDO which will last 4+
years --- but then another El Nino has been predicted for later this year –
stay tuned as global warming has made the past a poor predictor of future |

Ripe
salmonberries --- though the kids are usually soon to spot them and ‘harvest’
– but also the Goatsbeard or Aruncus dioicus
var. acuminatus (here
called Brides
Finger – and good description) now going from showy flowers to seed--- I
was thrown off by the very showy plants below – thinking they must be a
hybrid or some such --- but a little reading showed they were actually the
males of the species – which put all their energy into showy flowers --- Article

will return to this --- note how the electoral area directors have largest
expenses – often more than their ‘remuneration’ ---- and Bergman comes from
Oona River – all 30 of them in his district ---but I am assured that their expenses come from
Rural Areas budget and thus not subsidized by Rupert tax payers More
