July 6th

Council meeting

Good meeting – discussions etc

Pro forma – discussion of Annual Report (it’s the law)

But also some actual business and discussion – from rejecting voting machines to Atlin parking to new zoning bylaw, DPA etc

--- Most significant for me was the new CAO reporting mechanism

More later

These 3 items constitute about 50% of annual budget

Citizen oversight rejected for business as usual model

Annual Report

I will return to this later –annual report both a chance to see the 2008 audit, but also an over view of ‘accomplishments’ and priorities from last year and present year

While my input was answered in a point by point format (thanks to Councillor Bedard who was in Chair) --- my main point was that ‘need’ more citizen control/ input into say Parks and Recreation or Protective Services

I also suggested the Airport Ferry etc needs a different model as 2008 will have been highest passenger numbers and still lost $746,032 (paid for by taxpayers)

Zoning Bylaw

Zeno Krekic gave long presentation about DPA, zoning etc --- there was some discussion over whether to put off final reading until September when ‘everyone’ back from vacations – because a potential business was reliant on zoning changes decided to have public meeting on July 27th

More later

Innovation was to give map full island coverage instead of just down town – more later

Most of this is on the internet and easily accessible

Proposed Zoning Bylaw 3286, 2009 has been released
 - Overall Zoning Map
 - Upper Area Zoning Map
 - Lower Area Zoning Map

Cow Bay Design Permit Area Guidelines (Final Draft) has been released
Downtown Design Permit Area Guidelines (Final Draft) has been released

German Students and new Economic Development officer do the picture thing at the end of meeting

Different and significant

New format to keep council ‘up to date’ on priorities etc

Potentially the most significant item on the agenda – as it allows overview of year – and ‘progress’ made to objectives

But then we would have to know what ‘Northern Health’ means – presumably done in-camera – other than having meetings with Northern Health not discussed in public meetings

The ‘down side’ is that not sure if ‘Highway of Tears’ sign ranks up there with ‘Service Capacity Review’ ---
