January 28th

Look at Council presentations

On left is the wall on Mall property – presumably it fell on its own and not vandalism

I also note in Mall that The Source is open again though nothing finalized on company being bought etc – I was told the closed doors last weekend were for inventory taking – which has been accomplished

MLA Gary Coons spoke first --- I bet he was expecting a nice chat with council rather than a formal presentation –

Here is what I got for the Regional Issues

  • Port Phase 2 development – and the whole NW Gateway Concept
  • Tsimshian Access road/ fixed connection to airport
  • Ocean Forum held on QC in January – especially Gwaii Haanas – the first legislated marine reserve (in Pacific?)
  • Restructuring EI
  • Health Care – especially lack of Doctors
  • Acropolis Manor --- turning it into a parking lot – when mental health facilities etc needed

Communities in Bloom

Shaun And Treena been here before (n fact a year ago (January 15th 2008)–

this time quick review last year where 650 of 120000 points (see my earlier) and request for funding this year – 750$ to register

Their PR Web site

But this page has main topics

Only 19 BC Cities participating in contest last year

Health Advisory Committee wants changes to term references

‘We feel really helpless’ – can put out small fires – but very little influence upon bureaucracy – local front line people ‘are following orders’ and can not change things

In effort to get more local input wants change terms reference – Increase number appointees plus wants to hold their meetings in Council chamber rather than at hospital –more details later

My last has Toni Briglio accompanying Peggy

Howard Gray – on Waterfront

An interesting presentation which I will research further – discussion seemed to focus on Port Edward Harbour Authority ‘control’ of floats, docks etc locally --- main point was only 2 appointees from Rupert – and one left town --- but ‘Board’ only meets 1X per year and most the decisions made from Port Ed Council etc

I’ll return to this later

Henry Green wanted to discuss the situation at Carving shed

The Master Carver was being evicted – told to remove his things (tools and 2 unfinished poles) by end of month

He was told the City was the owner of the carving shed so coming to ask their help

Mediation was offered by city staff – more later

Plus note the irony here --- Part of meeting dealt with Community to Community process ---- Here Henry was suggesting the carving shed should be run by Port Simpson --- an interesting idea that goes well beyond Community2 thinking --- The latter involves big wigs meeting in ‘closed to public’ venues --- etc --- But having Port Simpson run the carving shed etc --- now that has potential --- more later

See my earlier for policy

More later

I will return to this later – I suggest poorly conceived policy ---presumably meant to help Bedard’s Hecate Straits (as in previous Council meeting) and broadened out to other groups

Below excerpted from CRA site:

No receipting on behalf of another organization

The Charities Directorate reminds registered charities that they cannot issue official donation receipts on behalf of another organization or charity.

Under the Income Tax Act, donors can only obtain tax relief when they make a donation to qualified donees, which includes, among others, registered charities. Therefore, a donor is not entitled to tax relief when the transfer is made through a registered charity to a non qualified donee. A charity that circumvents that intent and improperly provides tax relief by issuing donation receipts risks losing charitable registration. A registered charity is not permitted to make gifts to non qualified donees, whether on behalf of the charity itself or on behalf of a donor.
