First look at last Friday’s SQCRD meeting

Al Gallupe’s presentation – standing room only

 

While the photo does not show them – about a dozen people were standing along walls as every chair taken – CUPE was handing out brochures before the meeting on potential closure of dump on QCIs

 

And Al Gullupe (standing photo left) gave presentation on why dump should not be contracted out

 

Of course Gary Coons was tied up in the Legislature as MLAs called back to change Vancouver Charter

Al Gallupe argued privatizing the QCI garbage collection/ land fill was a bad idea ---1) poor quality of service 2) not cost effective 3) potentially bad for environment (leaching from dump?) --- he mentioned the changes in fuel costs – and ‘open ended’ expense for ‘general maintenance’ in the RFP (Request for proposals) --- And why was the contract for a decade? Even five years seemed foolish when not know how things would work out, --- He also questioned the assurances of job security, etc

He suggested hiring an on Island manager – and was mystified where the huge losses came from in 2006(???)

 

 

From the December 31 2007 ‘Consolidated Income Statement’ I see Revenues of $578,180 (Island Garbage Fees) and Expenditures of $679,858 --- which quite a bit above the Budgeted $576,031 ------ The interesting part of this is that as I understand the voting rules – only those Directors from QCIs that actually use the dump can vote – and they also must pay the full costs --- thus I am not sure if Masset etc use that dump --- and most certainly those from Mainland neither use, nor should have to pay for that dumps expenses.

 

 

Just Give us MONEY

As G Baker pointed out – here last meeting Salvation Army denied a grant to feed homeless --- but sports teams are acceptable --- go figure --- but here the SQCRD should follow lead of PR and put down criteria and a format for those requesting grants – plus a flat amount should be allocated in budget --- for PR it is 20% of total grants to ‘requests’ like these

That is $2750 in this meeting alone

 

 

As I have mentioned earlier the Ling Tailor building had the awning removed when City feared it would collapse under weight of the snow –the clear sunny dusks have allowed some nice images of 3rd Avenue building facades --- Here I use the theme for exploring the flat awnings

The above image is almost a theme – with buildings 1 and 3 presenting similar heights etc --- and both have the flat street side awning – as does the heritage Besner Block --- latter shows how securely it is attached to building there

Here another Heritage building included and it too has the same flat awning and the many connecting ‘chains’ --- though not obvious how building 1 has awning supported

Again the Capital Mall practically ‘beaming’ in the declining sun rays – shows the ‘chain supports’ and though not clear in this picture Building 2 has wooden beams providing support to its flat awning

A ‘threat’ to public??

I did not see the snow weighted awning at Ling Tailors before it was ‘fixed’ --- but as Cote said about some house the City ordered removed – ‘It does not look any worse than a dozen others in same neighbourhood’--- and looking around downtown – I can see several other buildings over hanging the sidewalks etc (not on buildings property but over public property) --- as one might suppose of this old DQ building that is missing a supporting pole --- but would need to go upstairs to see how much weight put there after a heavy snow 

 

 

Green Grass in January

There are many shades of green here --- and it is not obvious why some areas greener than others – presumably the same species of (domestic?) grass --- at times it looks like the wetter spots are the greenest – but one would have to dig holes to see what soil profiles look like etc
