 Still one can sympathise because 2009 Budget must be taking up all the time – 2 meetings per week devoted to it said Gordon-Payne in passing

Planner Zeno Krekic reviews the addition of schools to C1 zoning

But whole process side tracked when BC Ministry of Highways requested a ‘covenant’ that the property would not have kids loading in and out of parents cars on 2nd Ave.

Thus could not give final reading until the Covenant given and accepted --- still it is not inconsistent with Highways past practices --- thus Tim Horton’s does not have a drive-thru ‘window’ because they could not meet Highways’ stringent requirements – so a Covenant is ‘easy out’ in comparison
