side tracked when BC Ministry of Highways requested a ‘covenant’ that the
property would not have kids loading in and out of parents cars on 2nd
Ave. Thus could not give
final reading until the Covenant given and accepted --- still it is not
inconsistent with Highways past practices --- thus Tim Horton’s does not have
a drive-thru ‘window’ because they could not meet Highways’ stringent
requirements – so a Covenant is ‘easy out’ in comparison |
