Budget Meeting 2009

Jack’s Back, too

Dan Rodin did most the presentation

Going through the motions

Material is on line that was given at presentation

Bad news is a 3.8% tax rate increase (see below)

Where the $36M is coming from

The ‘bad news’ is that Council policy is to shift from Taxes to ‘user fees’ --- which is what they have been doing in past few years by using the ‘surplus’ from Utilities funds to transfer into General Revenue – more on this later but I have argued in past this benefits the wealthy property owners

Plus more ‘permissive taxes’ for ‘green projects’ – no details so far

And note the role of the Port

20% of the total from Port

At one time the pulp mill (major industry) was a main source of revenue – now shrinking almost to insignificance

Significant projects include:

Duncan Road $1,100,000

Rushbrook Improvement Area 302,000

Spirit Square 365,000

Waterfront Trail 170,000

Tsimshian Peninsular Access Project 310,000

Hays Creek Sewer Main 4,000,000

Building Improvements 1,284,000

Waterline Replacements 485,000

Minor Projects 547,000

$8,563,000

Capital Purchases – $775,000

Land & Buildings $25,000

Vehicles & Machinery 551,000

Other Equipment $199,000

Note here Utility fees

More on this later ---

They cut down the ‘deficit’

In order to not raise taxes a long list of reductions made – not in handout --- but last slide brought down to a 3.8% increase in ‘Taxes’

Here no more plant watering and cut paving by 120T$ etc

Given the practice of expressing the increase in terms of ‘average’ house hold ---

Here the Average PR house valued at 167T$ thus using last years tax rate would mean paying 52$ more this year

We’ll see

I will return to this in more detail Friday

Airport Ferry doing better than expected while Civic Center etc remain worrisome with total budget more than Roads and Transit combined while freebies for RCMP etc – more later
