Downtown (& Cow bay )

Design Guidelines

Public & stakeholders meetings

the downtown portions

Meant to put some meat onto the outlines done in OCP (official Community Plan)

Using as a model what was accomplished in Cow Bay some years ago

Tuesday 2:30 – business stakeholders have a ‘site visit’ with consultants – actually we walked around downtown and talked

And then there was a more public presentation starting at 6:30 in Capitol Mall – I am told the exhibits etc will stay up for public viewing over next week

Funny – one person wanted to have the trees at courthouse cut down to enhance the aesthetics of site (and proponent argued the original intention when built) --- Funny because this sure to provoke public reaction as has several times before (as mentioned here)

These drawings are similar to the slides presented in the evening and are still on wall at Capital Mall

Much discussion of awnings, street trees, and sidewalks – more later

Walk around

While it was raining lightly – still interesting to hear/ see what some of business types remember --- Craig seemed to remember this building as a liquor store – and before that some sort of government office

And here were two good restaurants on either side of street

Here the memories were going back 40+ years --- but there are still elders in community who can remember back to before WW2

This was perhaps before actual experience of those present – but an overhead walk way used to come p here from old CN station – and this would be a visitors first impression Rupert – thus buildings on other side of 2nd all ‘heritage’ architecture

-- I will come back to this  again later

While Consultants claimed to be value neutral – they did like the original plan of streets, etc  – and seemed to dislike the malls and large grocery stores – much preferring the quaint but character buildings --- more later

Shortly after the evening meeting began – a young, inebriated fellow came in to presentation at Capitol Mall --- He soon became obnoxious – it was soon escalating to time to call the cops --- but Pond came over – manoeuvred the fellow outdoors – and talked to him for about 5 minuets – then walked up and down street listening to him rant --- eventually returning to meeting

Pond should get a medal

Several of us tried to make the ranting youth’s point – how to involve first nations in ‘planning’ & urban design---- After all the totem poles – the designs on City Hall – both dating from late 1930s --- And the Museum – with its architecture try to present a 1st nations association (actually tourism motivated)

Let me suggest one approach: the above street design is symmetrical etc – I could see it as moieties – as are many native villages arranged

I could see us trying to incorporate opposites by using Tsimshian crest motifs – as a design element supplementing the underlying Brett hall design --- But I suspect most non natives will find the idea --- dumb? Still now is the time to be putting forward alternatives – I take it to be the meaning of exercise

Some of my previous on OCP etc

OCP public discussion at Lax Kxeen -- what is missing?

Plus 3rd look at OCP --- in anticipation of Public meetings Weds & Thurs.- --Earlier stories:: UMA Engineering Ted Becker unveils OCP plan --- then > skeptical view:  -- Part 2: Nice sounding phrases but ----- ((OCP download available from this City page – doesn’t say that it is a 4.3Meg PDF
