Storm approaching

 

Tail of storm hardly moves (white arrow)

  Pleasant Monday afternoon – but storm force winds predicted for Tuesday PM

 

 

 

The big ‘holes’ in argument:

  • We were not given lawyers report – neither this time or last June’s
  • Before Rodin was to report – now Hesse reports what she did –(and not shown us, but Contractor saw, used)
  • At least 3 contracts involved but only 1 shown to be known to Council in any detail
  • Some question bias of contractor

 

Consultant’s Report

‘Cover up’? -----Or ‘Dress up’? – as in trying to look good for the municipal election

2006-2010 Financial Plan

Much of the consultant/ auditor argument based upon monies paid Hesse was budgeted ---

Of course it was when she was replacing Tom Ireland --- I have her first attending July 10th, 2006 City Council meeting in that role (hired on interim basis)

 

I then have Doug Jay officially replacing Tom Ireland at September 26th meeting 2006

And the ‘budget shows 274T$ for ‘wages and benefits’

Note how there is nothing here about ‘contracts’ – just wages etc --- and since Hesse collected approximately 40T$ in 2007 ((and Howie 26T$) – (both figures from memory of 2007 SOFI report) in contracts – hard to see where that monies budgeted

 

 

 

May 14th 2008 report to Council —overspent 32T$ from 2007 budget (my interpretation)

2008

I see here that actual amount spent for 2007 was estimated to be $394,113 ---- and 32T is close the 40T collected by Hesse (from memory)

My point is that it wasn’t budgeted

 

April 9th 2008 – 5 year plan

Reduced

-- using the above we can see about 45T cut from Administrative budget in 2008

-- My point being I am sceptical what ever Hesse was doing for City had been foreseen and budgeted for in 2007 or 2008

Hesse at SQCRD

I don’t want to revisit that sorry story here – but remember Hesse replaced Janet Beil --- There she was billing Tax Payers at a rate of $159,318.00 (including GST) --- Did PR pay Hesse GST also during her several City Contracts?

 

Hess would have gotten the SQCRD position (I was told at the time) except some of the Rural Directors rebelled against Howie running City and his Wife heading the regional district

 

 

We see a pattern here

 

 

 

 

A Machiavellian twist

  • First Tom Ireland leaves and is replaced by Hesse
  • Then Beil at SQCRD is forced out and replaced by Hesse
  • Then Doug Jay ‘disappears’ (no one seems to want to say if he has been fired – story is that he is on ‘leave’ etc)
  • At his last Council meeting Jay was proposing (but was not in attendance) City election be done in-house —but then Council decided to try to contract it out – at time I asked of this was meant for Hesse

 

We know that Mr Jay approached lawyers with Hesse file shortly before he ‘disappeared’ (consultant says City recovered ‘lost’ files from the lawyer)

 

 

 

During the several times I interacted with Tanalee Hesse I found her helpful and knowledgeable about municipal affairs (others would often address a hard technical question to her)

 

The question here is not about competence etc – but whether her contracted work was budgeted in advance by Council

If I have made any mistakes in facts please let me know
