Business at 28th Mtg

Rushed through with little discussion

Most time spent on presentations etc

I have previously described the 313 Crestview application for 15 inches (at end of this file)

See tomorrow for discussion/ analysis of Council meeting

-- especially the 2130 Graham Avenue & question period

511 Cotton

This property has come up several times before (see Nov 14th meeting for latest)

Contrast this with the Green Apple – both were given notices to demolish using sections 73, 74 of Community Charter

But 511 agreed not to enter building, while Green Apple would not sign – (presumably wanting more time to read/ understand document) but forcing staff to call special meeting Council etc

I was wondering why Curling Club given $2,000, but reading the material gives some insight to Council thinking/ priorities: Money is to be used to involve youth in curling etc – and Measurable Outcomes reflect this --- thus Moose got $0 as did Civic Pride etc --- But note the irony here – a 5.1M$ oversight in August and extreme scrutiny in January 2008 for 113T$ grant $ -- we’ll see what is in the budget for 2008; but looks like paying much closer attention this time

Well Done Council

Of 23 grant applications ‘short listed’ – 4 got zilch (all of which had been OK last meeting) 7 of larger ‘partner groups’ (city term & includes Library, Chamber Commerce, Tourism. Economic Development etc) were put off until more information received (thus: ‘To Be Determined’).

Note Museum has had 1+ private meetings with Council to discuss rentals etc – as Cote implied in his questions

(see previous discussion grants last meeting)

Dog Bylaw passed without any discussion

See my earlier on dog bylaw ---

Nor was the Parmar property discussed – no one had spoken in opposition at the ‘Public Hearing’ earlier in evening

400 6th Avenue

Note how this had to go to Council and could not be done by ‘Sub-Division’ Officer – because criteria were not met exactly – thus similarities to Graham Avenue ‘subdivision’ (discussed later)

Discussion ‘tomorrow’

1st I will discuss the ‘budget update’ where books balanced by using 3.4M$ form reserves;

Then the 2130 Graham Avenue—

Then topic of how some people treated differently than others in PR --- ‘Establishment’ or Class?

Later I hope to broach new subject: Politics 2.0 – or how the internet can change local politics using January 29th meeting + some new investigations as material
