‘Elected
Areas’ meeting January 18th via conference call ‘Islands
Area’ met in RD office @2pm on 24th

But reorganized – seem to have adopted a new format: thus ‘Islands Committee’
meets as does ‘Elected areas’ Then main group
meets Friday evening and discusses what was agreed upon in sub meetings --
And the Public? Presumably only the
evening meeting open – though legality of all this not mentioned |

The election
seemed pre-arranged--- thus RD Hospital Board election precedes SQCRD
election and Briglio nominated for ‘Chair’ – but someone noted that ‘we
usually keep it as the main body’ – so Pages was then nominated for Chair and
Briglio as vice chair |

dynamics form 2006 have changed: |

Last
year’s election was pre-firing of
Janet Beil; at that time it looked to be Islands vs Mainland; With C
MacKenzie losing to Pages for Chair and then to Briglio as VP –that election
was much closer with one swing voter (Herb Pond?) – this year it looked to be
the ‘Elected areas’ vs the municipalities – and though no vote totals were
announced (why? legality?) I suspect the division were 6-3 for both. This
‘split’ which dates back to firing of
Beil, seems to have precipitated ‘re-organization’ into ‘Elected Areas’
and Islands – each meeting by itself and then reporting to main group |

Ah yes it is all
tax payers money – but new rules seem to have come from province – plus other
funding sought Vote to raise their
own salaries: they suggested 1500$ more per year plus 75$ for each meeting
they had to attend ‘for Regional District’ Example: Bergman is LRMP rep – he wants to be paid for his time lost; and Ian Hetman claims he has 4 meetings a month a month on islands – thus 4 x 75 etc --- the municipalities countered that the stipend already paid includes ‘extra meetings’ --- discussion put of till next meeting |

It was proposed
that soon DFO will change salmon from ‘common property’ resource to a ‘quota
fishery’ (ITQs) Thus since
communities have made large input into infrastructure etc – they should be
recognized with a ‘community quota’ as in Alaska (and in BC Groundfish Trawl
fishery’ An interesting idea
that will be discussed once a report prepared for the Directors by the
Administrator |

The
funding was previously sent to one museum who ‘cut a check’ for other 3 from the
total – when less sent it was ‘forced upon’ the other 3 – now it is SQCRD
which will control amounts to each Rec
Committee $ all going into wages etc and little program $ making into
community – rethink What
happens when Main Highway closed as happened a couple years ago when high
winter tides accompanied a storm – thus need alternative roads – which are
all private logging roads etc – problem is funding |

Directors
were expecting a report form consultant but latter ‘stuck on Charlottes’ --- ‘crisis
coming up’ – dump near capacity and no $4 to close it and start another one
--- look for ways to save $$; perhaps new model: such as privatize; new
management structure rates etc |

Synex
had 3 ‘Run of River small
hydro referrals before SQCRD – in a bold move it was decided to ask the province
for more time to consider them (as paperwork to SQCRD was late anyways) The
innovative conclusion to discussion was to ask SYNEX to come to next meeting
and make a presentation not only on 3 areas wanted on Skeena – but full
discussion of what was intended by ‘Run of River’ – roads ‘floating dams;
pipes; power lines etc especially the implications for salmon streams etc Naikun
Winds was also coming to next meeting to make a presentation on their
offshore wind farm |
