2007 Annual report

Going through the motions--

  These reports could be useful—but they usually are more formality than information --- this year was a ‘C’ – We had already seen the Audited Statements which was over half the publication --- other parts were cut and paste too from previous files

 

This is from Public Works – and format is what the other departments should have been using

Unfortunately about half dealt with generalities ---

Plus about 5 not included (Airport, etc) at all unlike previous years

 

Solo performance

For whatever reason Finance compiles the report under the Howie regime (presumably because of Audit’s inclusion) – But City Manager supposed to sign off after reviewing --- presumably he did not happen

Ditto the Mayor who in the first version of this had a blank page because he was still away in China

Now if someone would have actually read this they would have seen the 2008 Permissive Tax Exemptions were included and not the 2007 as the statue requires

 

Tourism PR gets 244T$ -- much of it from hotel tax (which was 40T more than last year

An Opening

City ‘gives’ PREDC 132T$ -- which was 30T$ more than last year – this allowed me to question if Pond was using PREDC to fund his travels – thus ‘hiding’ them from audit etc (I will come back to this later) – but Pond denied – saying UBCM etc pays for much of his travel and not PR taxpayers)

 

Strategic Planning

This should be the strongest part of document – as report is to illustrate how met objectives And what will be for the next year – instead there was just a paste of the Strategic Plan that dates from 2006

A great idea that deserves more

The idea of a strategic plan with measurable objectives and how met in previous year --- I believe this Council requires such a statement from every organization it funds --- unfortunately it dos not seem to apply the same criteria to itself and the Taxpayers/ Citizens are the real losers

 

I would suggest more use of City Web site – every department should state its objectives for year etc and how it will measure if obtained – and the pages should be updated quarterly with measurable units toward those objectives etc
