City Council mtg

10 Sept --- Chances and pets

Stacked meeting

Chances wasn’t taking any chances so stacked the meeting

Good public debate over Chances liquor application

Citizens saw liquor + gambling as either negative: ‘it’s the suicides’ or positive: ‘it’s the $$’

Peggy Davenport spoke first --- saw the present poverty, alcoholism, welfare dependency, etc

Does ‘responsible gambling’ = allowing alcohol consumption/ sales in same area as slots etc?

The next speaker was Robin Weber for the Bingo association: he and his group saw the money that will flow to charities as too important to risk – as liquor key component to making Chances PR economically viable

Chances rebuts --

It’s not merely gambling but a diverse entertainment – from sushi to chef prepared dinners to bingo to large meeting halls etc

Project blossomed from 7M$ to 13M --- with potential for making Rupert a tourism destination for BC interior and coastal Alaska etc

Kinney gets angry

Unusual to see Nelson say a harsh word but he seemed compelled to counter Lothar’s characterization of Chances as a ‘black hole’

There was also some drama as Mayor Pond used chair to remind Mr Sawka that no comments/ questions were allowed by citizens/ audience at PR council meetings

Rare Event

And look who showed up – after missing 3 straight Council meetings – which under Community Charter is reason to lose ones seat ---but it is summer and Prince Rupert etc
