Community Charter

By defining ‘dangerous dog’ gets around ‘1 free bite’ – down side is that to be ‘dangerous’ has to have seriously injured.

When this was brought up at UBCM Province argued the municipality could make more restrictive

So let’s look at PR attempt – using ‘vicious’

 

“Vicious Dog” means a dog that

  1. according to the records of the Municipality, has killed or injured a person or pet, or without provocation, has demonstrated aggressive behaviour or aggressively pursued or harassed a person; or
  2. b. that, to the knowledge of the owner, has killed or injured a person or pet, or without provocation ----

 

 

Off Leash areas

 

505. Every person who owns, keeps or has custody, care or control of a dog, may allow their dog to be off-leash in a designated area, provided that the person:

a) carries a leash at all times; and

b) keeps the dog in view at all times; and

c) maintains effective control of the dog so that the dog immediately returns when signaled or called; and

d) immediately leashes the dog if it displays any aggressive behaviour; and

e) carries a plastic bag or similar impermeable means to pick up and properly dispose of any excrement left by their dog in the offleash area.

Designated areas

While the rules should make it safe – I see no means of enforcing them --- no fines etc

I would suggest anyone using off leash area must have some form of dog liability insurance

 

I would suggest the new walk way along Cow Bay Road is a perfect ‘off leash area’

·        It could be avoided by walkers easily by using other side of street

·        It could be used by older people who can nott easily take dogs out for walks (one of reasons ‘off leash areas/ sought during public meeting

 

 

 

Technicalities

I would suggest all the cat license fees not the ‘net’ fees go to reserve fund

 

I would suggest that RCMP ‘police dogs’ be given special written exemption (while on duty)

I would suggest definition of ‘parks’ too narrow
