Electoral District D should have 2 votes

The ‘Letters Patent’ (for explanation read RD backgrounder) for SQCRD give how the voting strength will be determined – 1 vote/ 2000 population --- thus Area D has 2074 total (637 non Reserve and 1437 on the 2 Haida reserves) – that translates into 2 votes.

On the down side of Census data is that Prince Rupert should only have 7 votes (12,815)

For whatever reason the present staff/ officers wish to maintain the status quo – either from ignorance or ‘stacking the deck’ in Rupert’s favour etc

Secret Meetings: Under Gordon Howie the City has relied almost exclusively with in-camera meetings to do its business --- some signs the SQCRD going this way too now that Janet gone

Conflict of interest? – PR administrator’s wife is SQCRD Administrator

This could be ‘good luck’ (a ‘qualified’ person available locally --- though several point out the ‘qualifications’ are not adequate) or it could have deeper interpretations --- the City has often resented the ‘independence’ of SQCRD – so now it can effectively take it over and use if for its own purposes (see the 10T$ that has ‘mysteriously’ i.e. not done in an open meeting been transferred to PR for Millennium Walkway )

I am told that at least one zoning change request that could prove controversial (Naikoon Park area) has been effectively shelved (illegally?) – application was made and fee paid for in January of 2007 --- nothing has happened --- perhaps again the knowledge base is not there

Now let’s see Ron Bedard is Port Edward administrator—(his wife is on PR City Council though lives in Port Ed) – But Friday night he was giving a report for North Pacific --- which is/ was using public funds to survive until this year --- And he wants the financial statement shredded so public can’t see it ----- Note too Mayor Herb Pond was once employed by same Museum ---

How presumably poorly paid municipal staff/ employees seek out extra $$ is a very interesting theme I will return to later in week --- hint: squabbling over these public $$ and their dividing up was what behind Janet Beil’s firing – I am told  -- stay tuned
