From logging to Tourism / Aquaculture

Decline of Forestry on North Coast

The Masset population stats show the trajectory from boom days till now – dependence not so dramatic in Port Clements area

 

Other business indirectly dealt with either Tourism as new ‘staple’ or with decline of Forestry (as in Community Forests applications)—but Shellfish Aquaculture making appearance as new employment/ market strategy 

  Chief Councillor Willard Wilson, Myles Richardson, and councillor James McGuire  asked SQCRD to supplement NTI direct funding with a 500T$ loan as that not eligible under NTI main categories --- Myles recounted how the lumber industry peaked and then declined and the Kaay llnagaay offered world class site + a regional ‘growth’ opportunity

Mayor Pond agreed with him that it was an ‘awesome’ site and Briglio hoped Art for it could be repatriated from museums elsewhere etc

Population changes and voting strength --- Ian Hetman (Area D)  asked the 2006 population data be given—declines in all districts but his own --- While this will eventually mean a change in voting strength it was stated by Chair that Province would officially send new voting strengths – and would not be acted upon until then

2001 Census data 1st Nations population in PR =30% And I suggest 40% in 2006

Looking at Census data

Note how the 2 Reserves make up 30% of total population
I would suggest their interests/ votes are not reflected in SQCRD as now constituted

Problem is worse on mainland where ‘settlers’ have miniscule populations while reserves in their districts still growing ---thus Area A (52 in Dodge Cove etc vs Reserves w 796 (2006) and Area C (37 vs. 530 on Reserves 2001data)

 

 

This is Masset 1st Nation application

It was tabled because not all local jurisdictions properly notified --- Skidegate contesting??

Shellfish Aquaculture as 2nd new direction

 

 

 

Lax Kw’alaams application

This application was endorsed by Band Council etc and thus no problems of overlapping jurisdictions – so passed immediately --- note protected location on Melville Island ---- again ‘Japanese Oysters’ to be grown

 

 

Looking Backwards??

Getting ‘Community Forests’ was once seen as way for locals to have some say in jobs, tenure etc – but appears on hold – thus Board questioned value of spending 530$ for membership in lobby group --- ‘Nothing will happen until Land Use agreement (in QCIs) signed off’)
