Policies and
Implementation need scrutiny |
Summary: Good presentations
and well organized ‘input’ sessions Broad overview
excellent (given QoL perspective) But it is the details that need attention |
Big Picture stuff |
The
three legs of stool: Social, Environmental, & Economic But
to what priorities? Social
& Environmental ‘weak’ in my opinion --- the land use groups (Industrial,
Commercial, Residential, etc) better done |
For Example |
1000
stairs as ‘exceptional value’? While QoL methodology seems to bring
them to conclusion that trails are high ‘community’ priority – to me it
merely indicates poor sampling methodology – how many people actually use
trails daily/ weekly etc? How many think more ‘trails’ better use of limited
$$ than rebuilding our infrastructure as
in Kennedy report? |
Transportation Tables inputs |
For
me lots of good ideas emerged here --- presenters talked about using Fairview
area as transport ‘hub’—BC Ferries etc From
that the discussion broadened to access to Port and airport etc |

Transport tables inputs |
How
do we get there from here? The
bridge to Digby was immediate discussion point – but the concept was to
emphasize incremental steps instead of ‘big ideas’ |
The
present OCP dates from 1979 – there was an exercise in ‘90’s which saw publication
of numerous ‘backgrounder’ booklets as at left --- For me the lack of
‘factual’ information and the emphasis upon ‘public opinion survey’
methodology is the primary weakness of this OCP. ---- the 25% decline in
population – the loss of Industrial base – the change in demographics – both
age and ethnic components --- to me these far out weigh ‘trails’ extension
etc as important community issues that may or may not have OCP implications –
Quality of Life (QoL) need not be opinion polls--- other communities OCPs
have same rhetoric but use actual crime stats, poverty indicators, assessed
values etc to give ‘reality’ to changes and directions of Indicators etc |
Fundamental weakness of ‘viewing’
After
all the meeting was at Lax Kxeen school – and on the wall was this crest
figure ---- but that perspective never entered the conversation nor the OCP
draft --- that this was Tsimshian territory for 10T years was not seen at all
– instead 100 year old buildings were emphasized as meriting our collective
attention to preserve etc |
