privatization of BC Hydro and the potential for IPPs etc is controversial
stuff--- Will Site C Dam be owned and operated by BC Hydro or some ‘Private’
company? (BC
Hydro chair, in testimony BC Legislature, answered he did not know and that
the paperwork says it will be decided by Cabinet when Site C officially proposed

generated some questions fro Council Briglio asked about net importer – seems BC Hydro 90% energy from dams while Alberta uses coal and gas which tends to be constant flow --so cheaper to buy energy during slack times and store the water behind dams—then when high use – let water flow and sell/ export power – I could find no current info on amounts bought/ sold per year by http://www.powerex.com/ Briglio
asked if making $$ on these transactions then why increase rates? --- Hydro
guaranteed a constant rate of return on ‘its’ capital (>9% LG) |

wanted to know how factored in low flows of rivers – While she mentioned ‘global
warming’ --- Cranmer responded BC Hydro looks at possible 4 years of drought when
‘planning’ Goron-Payne
and then Briglio asked about help available to smaller power producers as in
the graphics – Cranmer answered it would be in way of expertise – and as yet
not determined what that will mean in practice Presumably
both were referring to City’s attempt to use Schwatlans Lake water for power production
as well as providing PR with water (see my story) |
