I am told this was done at the ‘in-camera’
meeting last Friday. Assuming
Regional Districts have to follow same rules as municipalities then closed meeting
was
illegal (no motion etc) Whatever—not in
doubt they would have the authority to terminate --- ‘how’ depending on
contract |

One
‘explanation’ going around is that the municipalities felt the rural areas were
obtaining benefits disproportionately --- Easier to change director than impose
different direction --- along same lines when 2005 census results became ‘official’
I was told a rural district on QCIs would gain and a municipal would lose in
voting --- some votes are ‘weighted’ based upon population/ revenue |

Looking
back at meeting there was only one person that was aggressive or ‘angry’-- Queen Charlotte City Mayor Carol Kulesha ---
take this budget document --- Kulesha wanted to know why SQCRD ‘owed’ anyone
4.4M$ --- it was ‘explained’ that was accountant speak – then why not
footnoted? |

ISWAC the garbage collecting again
brought some anger/ irritation from Kulesha – who questioned why one of her
residents was being ‘double billed’ – at one point she thumped a stack of
documents on desk that presumably ‘proved’ point. |

When
Minutes read Kulesha wanted to know where the motion that check signing was
to be done preferably by chair or vice chair--- Beil explained that motions
was made for another Hospital(?) committee and would be in next months minutes
when that committee met again. Both
taken together imply Kulesha (and presumably others) was worried about money.
As
there was no motion to hold in-camera meeting – thus no discussion—one must
assume the board had already made up its mind before meeting to terminate/
reprimand Beil. I suspect not all were aware of it --- but that is only
speculation |

End of SQCRD?—time to re-think its usefulness/ purpose |
Chaos?--- No budget--- No experienced
managers remaining

If
the Garbage ‘double billing’ mix-up was what triggered this – implication
that a small dispute blown out of proportion. There were 2 local levels
before SQCRD that could have ‘solved’ dispute. If
this was the reason – then implication is that SQCRD should be restructured.
The Charlottes separated off from main land. The realm of Haida separated from
realm of Tsimshian. Then
what to do with mainland? Either lump in with Terrace or with Central Coast
depending if marine or highway seen as decisive. |
